Terms Of Reference (TOR) for Recruitment Baseline Assessment in Galmudug State of Somalia

Overview 

Horn Africa Consultants Firm (HACOF) supports clients ranging from governments and non-governmental organizations across the Horn of Africa region to operate more effectively. HACOF helps using proven strategies; methodologies and road maps thus provide relevant, insightful and cost-effective research, organizational development, democracy, governance & peace building, and Media Monitoring & Analysis portfolios.

Objectives:

The main objective is to get qualified enumerators for HACOF projects in Galmudug State, Somalia. The enumerators will participate in assessments carried out by HACOF and its partners. He/she will carry out data collection activities for assessments and surveys including Baseline survey, annual assessment, mid- term evaluation, End line evaluation and other qualitative assessments assigned by HACOF team.

Below is a list of some of the general duties and responsibilities of the Enumerator, to be carried out as needed according to the determination of the Research Team.

Duties and Responsibilities

• Data collection using Survey to go application, Kobo and ODK; Enumerators are to demonstrate their knowledge of the above mentioned application through verification of translations, piloting surveys and actual data collection on mobile platform.
• Through training, develop sufficient comprehension of the programs, research protocols, ethical requirements, the study target and study tools.
• Ensure to collect accurate and quality data by reviewing and editing the collected data by checking all intentional and unintentional errors daily.
• Maintain effective communication with key staff to provide an update on the progress and challenges in the field and seek guidance on the way forward.
• Facilitate qualitative interviews- Key Informants Interviews (KIIs) and Focus Group Discussions (FGDs)
• Ensure proper screening of respondents for identification and administration of informed consent;
• Interacting with study respondents and project partners with the highest level of integrity and understanding;
• Enumerator will be required to attend an intensive training prior to data collection and thereafter as may be required;
• Other tasks as assigned by the HACOF team.

Qualifications and Experience:

• Bachelor’s degree or Diploma in social sciences, public policy, or related fields;
• 2-3 years of field research experience;
• Previous experience in carrying out national surveys including listing exercises;
• Demonstrated experience in data collection at various levels (planning, piloting, and collecting);
• Excellent planning and organizational skills;
• Flexible, self-motivated and able to manage multiple tasks efficiently under minimum supervision;
• Effective communication skills with fluency in English and Somali languages;
• Previous Mobile data collection experience / computer literate;
• Demonstrated ability to work in under pressure and in a demanding environment with great interpersonal skills.
