The Ministry of Health and Human Services has received financing from the World Bank toward the cost of the Improving Health Services in Somalia (Damal Caafimaad) Project and intends to apply part of the proceeds for consulting services.
The Government of the Federal Republic of Somalia, through the Federal Ministry of Health, is implementing the Improving Healthcare Services in Somalia under the “Damal Caafimaad” Project, with financing from the International Development Association (IDA) of the World Bank Group and Global Financing Facility for Women, Children and Adolescents (GFF). The four-year project will contribute to the Government efforts in improving the coverage of Essential Package of Health Services (EPHS 2020) in project areas and strengthening the stewardship of the Ministries of Health in Somalia to act as stewards of the health sector. The Damal Caafimaad Project has three key components: (i) Expanding the coverage of a prioritized EPHS in selected geographic areas; (ii) Strengthening Government’s stewardship to enhance service delivery; and (iii) Project Management, M&E, Knowledge Management, and Learning.
The contractor competitively selected by the MoH will be responsible for delivering the defined essential health services in a specified region to contribute to the Ministry of Health’s goals of: (i) reducing maternal and newborn mortality; (ii) reducing under 5 mortality and improving child health and nutrition (iii) reducing excess mortality due to communicable and non-communicable diseases (iii) strengthening the health system
- increasing the coverage of the package of health services. The contractor is also expected to improve the coverage and quality of health services within their area of responsibility, ensuring that delivery of essential health services within the coverage area is significantly strengthened.

The Ministry of Health now invites eligible consulting NGOs (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:
- Core business of the Consultant and years in business.
- Experience in conducting similar assignment in the field of health services ((completed projects with brief information on type of services, date, duration, location, fund amount and donor).
- Experience of providing similar services in an environment similar to that of Somalia; and
- The technical and managerial organization of the Consultant. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV of staff). Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s
Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-
Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and
November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other NGOs to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.

Expressions of interest (EOI) should be delivered (in person or by e-mail) in a written form in three (3) hard copies (if not by e-mail) to the address below by Monday, 28th March, 2022 at 12:00 Hours (Mogadishu Time).
