Mission and objectives

The United Nations Assistance Mission in Somalia (UNSOM) was established on 3 June 2013 by UN Security Council Resolution 2102, following a comprehensive assessment of the United Nations in support of the establishment of the Federal Government of Somalia. The mandate of UNSOM was subsequently renewed by Security Council resolutions. Unanimously adopting resolution 2102 (2013), the Council decided that the mandate of UNSOM would include the provision of policy advice to the Federal Government and the African Union Mission in Somalia (AMISOM) on peacebuilding and state-building in the areas of governance, security sector reform and rule of law (including the disengagement of combatants), development of a federal system (including state formation), constitutional review, democratisation (including preparations for the 2016 political transition) and coordination of international donor support. Among its other mandated functions, UNSOM is helping build the Federal Government’s capacity to promote respect for human rights and women’s empowerment, promote child protection, prevent conflict-related sexual and gender-based violence, and strengthen justice institutions. Further, it is monitoring, helping investigate and reporting to the Council on any abuses or violations of human rights or of international humanitarian law committed in Somalia, or any abuses committed against children or women. The Mission is also supporting the implementation of the National Security Architecture that was endorsed by the Federal Government and Federal Member States in April 2017 and the Comprehensive Approach to Security framework.

UNSOM was established in 2013- http://unsom.unmissions.org). The African Union Mission in Somalia (AMISOM – http://amisom-au.org) and the United Nations Sup-port Office in Somalia (UNSOS) are main partners.

Task description

Under the direct supervision of the Chief Joint Operations Center (JoC/IIH), the UN Volunteer will undertake the following tasks: (a) Data management

  •  Set up and maintain a reliable database for capturing events of relevance to the Mission mandate; and developing the necessary dashboard tools for production of data-informed deliverables for onward analytical use by relevant intra-Mission units
  •  Scope of data management tools to include incidents, production of visuals for reporting, providing data for onward capture in reporting and briefing products including for the Mission leadership, packaging for briefings and presentations tailored reporting and other products, etc.
  •  Acts as the go-to resource for multi-layered products, able to execute at a higher level of responsibility when covering for vacant positions or periods of absence. (b) Monitoring and reporting:
  •  Seek and maintain a high degree of situational awareness and understanding of events, developments, and trends in the mission area, including through practical cooperation, coordination, and information sharing, using both formal and informal means with UN entities (mission and UNCT and in particular UNSOM’s field offices), with the African Union Mission in Somalia (AMISOM), with other international organizations and NGOs; and with national counterparts.
  •  Monitor major developments (political, governance, humanitarian, human rights, military, security, and economic development), following the actions of relevant actors (including intergovernmental organizations, governments, non-governmental organizations, civil society, political institutions, armed ac-tors (formal armies and informal rebel groups, militias, etc.), etc.;
  •  Prepare and collate integrated reports (including daily and weekly reports) about significant developments in the country and region for review and eventual dissemination within the mission and to headquarters.
  •  Maintain and train mission staff on using appropriate databases, including the SAGE system, of submitted reports for ready access by appropriate Mission components.
  •  Maintain and introduce the mission staff to the use of Power Bi applications and related dashboards; produce related visuals for reporting and briefing.
  •  As necessary, research and draft special reports related to operational issues, draft Code Cables addressing current operations, and official e-mails; (c) Crisis management support:
  •  Under the supervision of IIH leadership and the Chief of Staff, support crisis management secretariat activities which include reporting, information management, and simulation exercises – in particular with field offices. (d) Coordination of operations:

Requirements

Required experience

3 years of experience in international affairs, international security, humanitarian affairs, development, information management.

  •  Exposure to data management: identify and collect data points; design and maintain database and dashboards relevant to the Mission mandated activities; resort to tools for export of data to visual and/or novel presentation modalities; identify and propose data-related tools to improve existing work-flows.
  •  Experience in a UN field mission or equivalent experience is desirable.
  •  Working experience in the Horn of Africa is desirable.
  •  Experience working in a Situation Centre or Joint Operations Centre, or a similar operational environment is desirable.
  •  Experience in using SAGE (or similar system), Power BI, Microsoft Office, and high IT awareness desirable.

Living conditions and remarks

The Republic of Kenya is an equatorial nation on the coast of East Africa, neighboring Somalia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Ken-ya has two levels of Government; National Government and 47 sub-national Governments called Counties. Counties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capita estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO). Nairobi is a modern metropolitan city where most essential goods and services, health facilities, public transport, telecommunication and banking, and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport, and the smaller Wilson Airport. Air transport is also available to many upcountry destinations. The city is home to some 3,000 UN personnel mainly because it serves as the headquarters for both the UN-HABITAT and UNEP. The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of the assignment are modest. The topographic and climatic features of the assignment location are a highland cool and warm tropical climate.
