Post Title: Design and Survey Engineer – Puntland Highway Authority (PHA)

Duty station: Garowe, Puntland PHA Office

Reports to: PHA- Lead engineer

PHA Background

Puntland Highway Authority (PHA) is a government body, established by law no.18 of 2000, responsible for maintaining and developing the road network throughout Puntland. It is thus of utmost necessity for Puntland Highway Authority to adhere to standard engineering procedures and principles. The community leaders inspired Puntland Highway Authority in Puntland in 1996. It had been operating two years before forming the Regional Autonomy of Puntland in 1998.

Job Description:

Puntland Highway Authority (PHA) is looking for a design and survey engineer. The Officer will support the Organization in Technical Survey, need assessment, designing roads and other construction-related projects in Puntland, preparing BOQs/ Drawing, and supervising the design and survey field activities in close consultation with the line manager.

Duties & Responsibilities:

Provide technical Survey & designing of road rehabilitation and construction projects based on the recognized
Prepare design, maps and technical specifications for roads
Prepare detailed design, calculation, the scope of works, specifications, bill of quantities and drawings of the projects.
Produce technical engineering studies and cost estimates for options
Prepare Project proposals of relevant projects, process them further, and provide all the specifications and complete package for the announcement and contracts (assist the procurement).
In case of need, reply to technical design related quarries and provide
Participate in technical bid evaluation and take an active part in
Ensure all the planned technical projects are surveyed, designed and shared with the relevant people for timely
Travel to all regions and projects sites for practical survey and supervision of the construction
Able to collect data by GPS, RTK, level machine, theodolite machine and other survey instruments.
Share social and economic concerns of the project with the line manager and provide recommendations to the line manager. Specify quarries of local materials availability.
Report on each field visit to the line
The holder of this position must strictly follow the organization’s existing security policies, procedures and daily instructions of the safety
Any other task is given by the Supervisor.

Minimum Qualifications and Required Competency:

Education: Bachelor’s Degree in Civil Engineering
Five years of experience in relevant fields
Experience in technical survey and design of road-related construction
The applicant should be able to use RTK and AutoCAD, and other relevant designs
Good knowledge of excel to enable the applicant to prepare BoQ and other relevant
Being an honest and hard worker and having good communication skills
Experience in managing technical supporting
Have behavioral competencies such as Motivation, Excellent communication skills, Sense of confidentiality, professional integrity and service mindset, Team player attitude and motivation to perform general administrative duties, Ability to deliver accurate work under pressure, organise workload and priorities tasks and Sense of accountability and attention to
Excellent planning and reporting
Fluency in written and spoken English and Somali
