  1. INTRODUCTION

SOS Children’s Villages is an international non-governmental organization (NGO), founded in Austria in 1949 and with presence in 134 countries around the world. Since its inception, the organization has been dedicated to the care of children and young people who have lost family care or are at risk of losing it, working also with their families of origin.

As an organization, we work for the restoration of the right of children and young people to live in a family, in accordance with the Convention on the Rights of the Child and the United Nations Guidelines for the Alternative Care of Children, through the development of actions for the prevention of loss of family care, the provision of alternative care in safe and protective settings for children and young people who have lost care of their families, encouraging —provided that it is in line with the best interest— the reintegration into their family of origin. And we also conduct advocacy activities, aimed at States creating the necessary conditions for children and young people to fully exercise their rights.

SOS Children’s Villages in Somaliland has been implementing family strengthening programs since 2008. Currently there are four family strengthening programs in Somaliland. The programs are aimed at strengthening the capacity of families and communities so that they can effectively respond the needs and rights of children at risk of losing their parents. As much the program gives significant focus for the family capacity building, community capacity building is also the crucial area that the programs give much attention. Currently the program is partnering with community based organizations (CBOs) that will be in a position to eventually takeover and run the programs. So far significant steps have been under taken to empower and support the CBOs to assume their roles and responsibilities, one of the significant steps is to support the CBOs to get legal entity from the responsible government bureaus that helped them to establish a registered community development association.

  1. BACKGROUND

SOS Children’s villages in Somaliland has been implementing Family Strengthening Programs since 2008. Since that time, SOS Children’s villages in Somaliland closely works with Community Based organisations and provides technical and financial support so that they can effectively respond the situation of children who are at risk of losing parental care in their locations. In its strategy of 2022, SOS Children’s villages in Somaliland is currently planning to carry out comprehensive capacity gaps assessment for 13 key implementing partners (CBOs) in four districts in Somaliland which are;- Hargeisa, Borama, Berber and Sheikh with the aim of identifying strength and areas for improvement for the CBOs.

SOS Children’s villages is planning to assess capacity gaps of the CBOs in the area of governance, organisational management, human resource, communication and advocacy, networking, financial management, sustainability, accountability and resource mobilisation. Furthermore, other capacity areas that the projects may find important but appropriate may also be included. It is recommended that the questions be adapted to suit the local context, with the participation of the CBO members involved.

3.     OVERALL OBJECTIVES FOR THE ASSESSMENT

The overall objective for this assessment is to carryout capacity gaps assessment of community-based organizations to identify their strength and weakness on governance, financial & administration system, technical capacity, networking & advocacy and sustainability to fulfil areas needed for improvement.

4.     SPECEFIC OBJECTIVES FOR THE ASSESSMENT

The following are the specefic objectives for this assessment.

  • To conduct systematic review and programmatic capacity gaps assessment to the targeted CBO’s using comprehensive and adequate capacity assessment tools under the guidance of FS Project Coordinators.
  • To identify the capacity of organizational governance and accountability that contribute towards efficiently and effectiveness of the CBOs.
  • To assess and monitor how CBOs working with project participants and stakeholders to respond OVC needs and advocate for the rights of the children.
  • To conduct interviews of KII’s and FGD’s with the SOS staff to obtain information about their current strength & weakness and potential inputs on fulfilling the gaps and come up with clear capacity development plans.
  • To identify challenges for organizational partnership, networking and resource mobilizations.
  • To prepare comprehensive report about the key findings of the capacity gaps assessment.
  • To present findings of the capacity gaps assessment to SOS Children’s Villages in Somaliland FS team.

The Key Priority Areas to focus for this assessment include:

  • Governance of the CBO including structure role and responsibilities and meeting of GA, BOD and executive legal registration (supportive letter) which year was registered the CBO and rules and regulations written bylaw and approved by all members including Vision and mission clearly written and by understand all members.
  • Financial and administration system (organization savings from money collected, money collected from the beneficiaries weekly or monthly. Have bank account and if they have resource mobilization or any other income) Filing system (supporting document invoice, receipts for every expenditure and revenue, organism, filing system and asset records, organizational own office or pay rent
  • Technical capacity (CR, CP, financial resource management, report writing, meeting minutes, action plan, monitoring for OVC families advocacy and lobbying skills, and networking skills.
  • Sustainability (Programme Sustainability, Organisational Sustainability, Financial Sustainability public relationship, government and resource mobilization strategy and capacity to implement the program after SOS interventions
  • Networking (coordination with other entities, and partnership for technical assistance).

5.     METHODOLOGY

The overall exercise will be consultative meetings, interviews of both KII’s, and FGD’s with the targeted CBO’s and SOS staff, the process will also include desk studies as well as set of qualitative data collection stages to identify the strength and weakness of CBOs. The steps mentioned below will be an integral part of in the process;

  1. An inception report containing the methodology, workplan and tools to be used to during the capacity gaps assessment.
  2. Review the current desk materials for the CBO’s (By-laws, structure, record keeping files etc).
  3. Review other relevant documents from SOS Children’s Villages in Somaliland including project documents and previous capacity gaps assessment reports.
  4. FGD’s and KII’s from CBO members and other project stakeholders (project participants/beneficiaries and SOS staff) to provide insightful inputs to the process.

6.     MAJOR DELIVERBLES

  • An inception report detailing the agreed upon assignment design, methodology, indicators, data gathering tools and workplan schedule.
  • A comprehensive capacity gaps assessment report indicating summary of the identified capacity needs of each CBO, challenges encountered and actions taken against them.
  • Present findings of the capacity gaps assessment for SOS Children’s Villages staff.

7.     DURATION OF THE ASSIGMENT

The assessment will be tentatively conducted for ten Days (10) days starting from 15th to 25th April 2022.  The breakdown of the working days detailed below:

8.     PROFESSIONAL/INSTITUTIONAL PROFILE FOR THE CONSULTANCY

  • The expected profile of the consulting entity, whether it is an individual consultant or a consulting firm, must have capacity assessment knowledge on organisational and experience related.
  • proven competency (record of previous experiences) in conducting similar assignments including policy analysis
  • Experience in carrying out organisational capacity assessment and have at least 3 to 5 years of experience
  • Experience in developing good report with clear recommendation and action-plan for future in use
  • A good understanding of community based organisations assessment, and has facilitation, organizational, and interpersonal skills.
  • Proven experience in participatory processes and data collection methods (including age appropriate data collection methods)
  • A bachelor’s degree in the area of Social Sciences: social work, education, sociology or similar studies.
