Overview of position
  • Somalia has made significant strides in recent years on its journey towards peace, security & sustainable development. An important part of this journey is the effort to improve GEWE & women’s participation in national life. Attitudes & narratives regarding GEWE have been improving in the public sphere, with govt. action on gender equality.
  • Our client is committed to making gender equality a basic human right. Women’s empowerment & gender equality are vital to achieving the 2030 agenda for sustainable development, which envisions a world “of universal respect for human rights & human dignity” in which “every woman, girl enjoys full gender equality, all legal, social & economic barriers to their empowerment have been removed.”
  • The Federal Republic of Somalia endorsed its new National Development Plan (NDP9) as its roadmap to achieve peace and inclusive development. The Ministry of Women & Human Rights Development (MoWHRD) wants to ensure that women are key participants & recipients in the implementation of this plan. Our client in Somalia, in line with its corporate mandate is fully committed to strengthening the capacity of the MoWHRD & key ministries to contribute to the achievement of the Gender Equality & Women Empowerment (GEWE) agenda.
  • These terms of reference (TORs) address the design implementation of gender mainstreaming training for 33 gender focal persons at Federal Government State (FGS) & Federal Members States (FMSs) with Ministry of Women, Human Rights & Development (MoWHRD).
Role objectives The overall objective of the assignment is to ensure strengthen capacity of gender focal persons for gender mainstreaming, including on statistics, gender budgeting, M&E & planning (with focus on SDG 5), persons in Somalia in MoWHRD, cross ministries at FGS & at FMS. The scope of work is to develop a capacity mapping & capacity building program for & with the Ministry of Women & Human Rights Development (MoWHRD) & its gender focal persons.

15 days 30th April 2022 ERID Project Manager & MoWHRD
Deliverable group 2: Gender mainstreaming training conducted for 33 gender focal persons, training material produced & submitted final report. 

i. Conduct training 60 hours (9:00 am – 12:00 am Mogadishu time).

ii. Prepare & conduct pre & after training assessment.

iii. Draft final report on the achievement & recommendations for next steps.

iv. Draft guidance manual for gender mainstreaming manual.

20 days 15th June 2022 ERID Project Manager & MoWHRD
Project reporting The individual contractor will report directly to our clients Economic Recovery and Institutional Development (ERID) GEWE Project Manager on all operational & contractual matters.
Key competencies

  • Master’s Degree in in Social Science, Gender / Women’s’ Studies, Human Rights or any other relevant fields, with at least 7 years of qualifying experience.
  • At least 7 years of relevant professional experience in gender training & development
  • Working experience in Somalia or similar context.
  • Experience of development training module including the material.
  • Experience working in post conflict society / fragile countries is an asset.
  • Working experience with the UN agencies.
  • Experience in delivering results through remote, telecommuting work modality.
  • Excellent interpersonal skills, ability to build consensus & good judgment in dealing with politically sensitive issues.
  • Proficiency in English & Somali, both written & spoken (writing samples may be required).
  • Demonstrates integrity & fairness by modelling UN values & ethical standards.
  • Promotes the vision, mission & strategic goals of the UN.
  • Displays cultural, gender, religion, race, nationality, age sensitivity & adaptability.
  • Treats all people fairly without favoritism.
  • Fulfils all obligations to gender sensitivity & zero tolerance for sexual harassment.

Team management This role has no team management responsibility.
Further information
  • Deliverables will be reviewed & approved by our clients GEWE Project Manager.
  • The Individual Contractor will be required to use his / her laptop & relevant software for the consultancy.
  • A maximum of 35 working days is expected for this assignment runiing upto 15th June 2022.
  • Home based with the possibility to travel to Somalia subject to COVID & security protocols.

Scope of price proposal & schedule of payments:

The maximum number of working days payable under this contract is 35. The professional fee shall be converted into an output based contract & will be paid as an all inclusive lump sum fixed amount based on the weighted percentage corresponding to each deliverable as outlined above:

  • Deliverable 1 – 50% of lumpsum amount.
  • Deliverable 2 – 50% of lumpsum amount.

Payment shall be made in tranches based on achievement of each deliverable. After review & acceptance of deliverables, the individual contractor will submit an invoice (certification of payment form) to the ERID GEWE Project Manager to certify that the deliverable has been achieved in accordance with the schedule of payment mentioned above.
