The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Somalia for more than twenty years, where we assist returnees, IDPs and displacement-affected communities in all three regions (Somaliland, Puntland, and Central and Southern Somalia) through protection, service delivery and livelihoods activities to enhance their self-reliance and expand opportunities for a dignified life. DRC provides both humanitarian assistance and longer-term development support to respond to the needs of communities affected by acute crisis as well as those in protracted displacement situations. In the past year, DRC’s strategic focus has shifted towards more durable solutions-oriented programming, linking displacement affected communities to longer-term initiatives to build resilience and recovery.

Overall purpose of the role:

Working under the supervision of the Project Manager, the position holder is required to implement and comply with Somalia Crisis Recovery Project (SCRP) Environmental and Social Safeguarding instruments against the World Bank’s approved Environmental and Social Safeguards Management Framework (ESMF). He/she will be based in Mogadishu with regular visits to project areas of Jowhar, Mahaday/Weyne, Balcad and Jalalaqsi ensuring that E&S proposed mitigation measures are implemented according to the agreed environmental and social risk mitigation implementation plan.

Duties and responsibilities:

  • In consultation with the Project Manager, develop an Environmental and Social Safeguards guideline and implementation process plan to be used in the project sites.
  • Building on the SCRP ESMF, develop activity-specific Environment and Social Management Plan (ESMP) prior to the commencement of the project/sub-project activities.
  • Develop ESMP and E&S screening tools to screen all site-specific activities prior to the project implementation.
  • Responsible for environmental safety and inspection programs to proactively detect, correct, and minimize the impact of any non-compliance issues.
  • Develop and provide the necessary training for project personnel to have the knowledge and skills to comply with safety and environmental regulations and policies.
  • Advise the project team, subcontracts, and beneficiaries on potential environmental hazards and risks.
  • Conduct environmental due diligence on project sites to assess implementation’s compliance with applicable environmental guidelines and WB regulations.
  • Assist the project team with resource efficiency and pollution prevention management
  • Undertake Community and sub-contractor’s awareness sessions on E&S
  • Closely work and collaborate with project lead agency, subcontracts, and PIU for the project safety guidelines, maintain and update on an environmental safeguarding procedure, documentation ad reports.
  • Continuously monitors security situation in the field and respond to emergency situations.
  • Undertake an environmental and social risk categorization and lead the assessment of the various sub-project activities including which activities need further detailed investigations while identifying potential alternative solutions to the risks.
  •  Develop and deliver a series of spot checks to ensure safeguarding policies are properly implemented at the field level in line with the guidelines.
  • Prepare E&S reports (monthly, quarterly, field monitoring) on the safeguard risks with appropriate actions to be taken for all subprojects and ensure that timely actions are taken.
  • Provide assistance and deliver capacity-building training to the field teams to close knowledge/skill gaps and minimize the likelihood of risks to happen to subproject activities.
  • Undertake follow-up monitoring to ensure that proposed mitigation measures are implemented according to an agreed-upon environmental and social mitigation implementation plan.
  • Review and assess consultancy work such as the products/services provided by the consultants and determine any potential negative on E & S risks and utilize this to develop a focused ESMP for that sub-project.
  • Notify/advise the Project Manager on the quality of the consultancy work and recommend appropriate actions to be taken for improvement as per the E&S safeguarding principles, plans and guidelines.
  •  In collaboration with the project team, engage with the communities and raise awareness of labor, health, and safety standards, and agree on work norms that do not disturb existing livelihood activities and are accessible to different segments of the community.
  • Ensure that all activities are environmental & Social Safeguarding mainstreamed.
  • Monitor environmental health and safety awareness among workers and the beneficiaries and provide awareness and sensitization activities were needed.
  • In liaison with procurement team to ensure that procured materials are environmentally friendly.
  • Attend knowledge and information sharing meetings on Environmental and Social Safeguarding with partners if needed.
  • Conduct any other job assigned by the Project Manager.

Required Qualification and Experiences

  • Minimum 5 years working experience in environmental and social safeguarding at an NGO or an equivalent level
  • Excellent command of written and spoken English, well versed in Windows Word, Excel, and Access
  • Master’s degree in Environmental Social Sciences, community development, or any related Sociology fields.
  • Proven IT skills, including experience in operating an ERP supply chain system
  • Experience in Environmental and Social Safeguarding and World Banks’ Social Safeguard policies
  • Demonstrable leadership, coaching, mentoring, and team-building skills
  • Strong working relations with multi-sectorial agencies

Education.

  • Master’s degree in Environmental Science or relevant field from a recognized institution.

Languages:

  • Fluency in written and spoken English and Somali
