Taakulo Somali Community is commonly known by the acronym “TAAKULO”. TAAKULO is a multifaceted non-governmental, non-profit making, non-politacal and nonpartisan development and humanitarian aid organization established in 2007 and headquartered in Hargeisa, Somaliland, and have regional offices throughout Somaliland, Somalia, and Somali region of Ethiopia. Taakulo is a Somali word denoting “helping/aiding”. TAAKULO is dedicated to assisting the disadvantaged people and communities throughout Somalia and Somaliland by engaging in the development and related activities and providingemergency relief assistance, resilience building, facilitating, and promoting local community engagement and programs that emphasize self reliance with dignity.

Project Background

IDP communities in Kismayo face cyclical scarcity to safe and sufficient water due to the current drought and protracted vulnerabilities. Vulnerable communities rely on unsafe water for drinking and domestic use, leading to increased health risks and poor living standards. Kismayo town is now attracting a huge displaced population who are forced to move to urban centres in search of livelihood opportunities, however, these populations join overcrowded IDP settlements where available WASH infrastructure is overstretched. Findings from a recent Tasco assessment confirmed 100% of the displaced communities in Kismayo IDPs (New) don’t have access to Latrines which has contributed to open defecation menace that will cause cholera outbreak if not mitigated early. Similarly, the newly displaced IDPs and rural villages don’t have access to clean and safe water.

TAAKULO is responding to these compounded risks by implementing complimentary WASH Activities that include; Provision of temporary access to safe water through water trucking through vouchers to drought- affected rural communities for a maximum of 60 days, rehabilitation of five shallow wells in Kismayo IDPs, construction of flood-resistant latrines with handwashing facilities including 15% people with disabilities in Kismayo district, similarly the projects will also target 2815HHs for hygiene kits(16890 individuals) of Newly Drought displaced IDPs in Kismayo.

KEY AREAS OF ACCOUNTABILITY :

Assessment.

• Contribute to needs assessments of prospective sanitation facilities for communities in rigid areas and of those in Kismaayo IDPs in coastal sand-dunes. to inform program design.
• Explore effective sanitation designs, environmentally friendly, for severely affected households in villages and IDPs coastal sand-dunes.
• prepare technical assessment-report whereof the proposed drawings, based on on-the-ground insights, along rational technical recommendations are formatively considered

Program implementation:

• Responsible for the design, establishment of work specifications and quotation, follow-up and evaluation of activities related to the construction of WASH infrastructures as such: Construction or rehabilitation of sanitation facilities (latrines).
• Ensure the integration of gender, child protection, HIV, environment and other crosscutting issues to the design, implementation and development of WASH construction activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled.
• Lead the implementation of sanitation facilities, specifically latrines, and ensure positive behavior change of proper latrine use.
• Training (CHAST) approach and oversee its implementation along community specifically those in IDPs.
• Technical training of community volunteers, members of WASH committees, and community committees to embed a decent hygiene and sanitation setups.
• Planning, organizing and follow up of the community mobilization in target communities on issues related to construction, operation and maintenance of WASH facilities in the IDP communities.
• Be responsible to establish the technical aspect of tender documents for construction and rehabilitation of WASH facilities.
• Strengthen WASH Management Committees to successfully operate and maintain established infrastructure.
• Establish productive working relationships with government officials to promote good WASH practices in IDPs.
• Monitor and ensure functionality of sanitation facilities, including the proper access of larine-hand-washing post.
• Evaluate success of latrines in accordance with organizational policy and maintain related data and records.

Monitoring, Evaluation, Accountability and Learning:

• Verify that WASH infrastructure construction and rehabilitation works done by contractors are carried out according to quality standards established by Taakulo Somali Community through quality checklists.
• Ensure that donor compliance requirements are met by developing appropriate checklists.
• Ensure that construction works is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built.
• Ensure the integration of gender, child protection, HIV, environment and other crosscutting issues to the design, implementation and development of WASH construction activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and people living with disability.
• Plan and be responsible for the weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed…)

Reporting:

Weekly and monthly reporting to the WASH project manager, and Country WASH Program Manager, including key achievements and planning for the following week

Required Qualifications and skills

• At least Bachelor’s degree of civil engineer or in a field relevant to this assignment.
• Basic understanding of the Project Cycle Management.
• Demonstrated excellent command of spoken and written English.
• Have analytical and report writing skills.
• Proven conflict sensitivity and understanding of gender programming.
• Minimum of 4 years’ experience working in project management.
• Have experience in Project Management.
