The primary function of the Program Coordinator includes undertaking a variety of administrative and program management tasks. The program coordinator is expected to assist in planning and organizing programs and activities and carry out essential operational duties. The program’s coordinator reports to the Somalia lifeline organization (SOLO) ED.

Factor Essential Added Advantage
Professional/ Academic Masters’ degree in community medicine, public health, nutrition, social sciences or Bachelor’s degree with over  10 years of experince At least 5+ years of project management experience
Relevant Work above 5 years with similar experience in the humanitarian sector with NGOs.
8.    Specific duties & responsibilities Job Responsibilities

Program and Administration:

§   Assist in preparing a detailed work plan and budget plan and ensure implementation of planned activities according to the work plan adhering to the budget according to Donor and SOLO standards.

§   Ensures that program teams and support departments (Administration, Finances, Logistics, Security) work closely together to allow anticipation, planning, implementation and efficient follow-up, and with time, all needs in support of the implementation of program activities.

§   Together with Program and Finance department, ensures control and timely submission of all reports (weekly reports; quarterly reports, etc.) to the executive directory and respective donor, in compliance with the schedule and donor and SOLO regulations

§   Together with the Funding coordinator and program staff, prepare project proposals and budget for SOLO programs.

Logistics:

§   Ensure preparation, update and follow-up of purchase plans of the program in close collaboration with Procurement/Logistic and Finance departments;

§   Ensure that follow-up plans of stocks are up-to-date for all programs, making department managers responsible for their follow-up

Budget and Finances:

§   Together with the finance department, oversee program spending per budgets and pipelines in compliance with donor and SOLO regulations, and coordinate with concerned departments

§   In support of the departmental manager, ensure that expenditure is made in compliance with SOLO financial procedure and correctly charged.

Human Resources:

§   Supervises project manager and Project officer responsible for the emergency humanitarian program, sustainable livelihood program and Gender Equality and Justice program, including quality guarantee of sectoral interventions

§   Ensure that SOLO staff work and behave per the SOLO Code of conduct.

§   Assist in staff recruitment and training, conduct performance monitoring in collaboration with HR, and ensure that standards and protocols are adhered to.

Capacity building and Coordination:

§   Support and motivate program/logistics/ administrative/finance staff in their work by ensuring appropriate training, coaching and supervision by technical leads

§   Represents SOLO in coordination meetings at regional and country levels with government bodies, international agencies, other NGOs and Donors.

§   Create and maintain smooth relations and open collaboration with government and other stakeholders and serve as a resource person for SOLO.

Others:

§   Respect office environment free of harassment and retaliation, and promotes the prevention of sexual exploitation and abuse(PSEA)

§   Incorporates gender-related needs, perspectives, and concerns and promotes equal gender participation

§   Support SOLO Executive director during donor, media and VIP visits.

§   The Program Coordinator will be required to perform any other duties assigned by the Executive Director.

9.    Essential skills: §   Nutrition and or Health technical knowledge of SPHERE minimum standards.

§   Proven experience in working in and across teams providing technical guidance to ensure successful health/nutrition programme development and implementation.

§   Experience in budget and administration logistics and Human Resources management.

§   Experience in writing / developing project proposals, including implementation reports.

§   Experience in working effectively with government, community, International/National Organizations, Donors and other stakeholders.

§   Demonstrated experience and skills in ensuring community participation and gender issues in programming.

§   Strong leadership, communication skills, Human resource management, interpersonal and intercultural skills

§   Excellent written and spoken English proficiency in MS Office and other computer applications.

§   Ability to cope with stress; hardship; patience and flexibility, and willingness to work additional hours to meet tight deadlines, Solution-oriented

11.  Job Working Conditions Working conditions are normal for an office environment. Work may require occasional weekend and/or evening work.
