Program/Department Summary

Mercy Corps is seeking a Data Coordinator in the five-year USAID-funded Somalia Resilience Population Measurement (RPM) Activity. RPM aims to develop and lead a resilience measurement system on the collective resilience outcomes at a population level and build the capacity of participating stakeholders to estimate individual contributions to collective resilience outcomes. The program will establish a common measurement and analytics process among diverse actors in Somalia to link single-program-focused resilience capacity measurement methodologies previously piloted in Somalia and advance analytics to link diverse stakeholder-level contributions to collective, population-level resilience outcomes. The goal of RPM is to inform and improve stakeholder activities that contribute to resilience capacities that matter most for populations in the target zone. This will be achieved through two objectives: 1). Participating stakeholders have the ability to estimate individual contributions to collective resilience capacities, and 2). Population level change in resilience is assessed through an innovative mixed methods measurement system. The mixed methods measurement systems will consist of a: 1). Population-level Panel Surveys, 2). Recurrent Monitoring Surveys (RMS), and 3). Humanitarian Assistance Averted Analysis.

Position Summary

The Data Coordinator is primarily responsible for overseeing and implementing the quantitative research activities that contribute to Objective 2. Essentially, this will be a data-heavy role that covers all stages of the data collection stage, including enumeration, quality checks, cleaning, analysis, visualization and reporting.  In addition, the Data Coordinator will also support other related activities under Objective 1 to increase participating stakeholders’ capacities in resilience measurement and data literacy and support M&E data management systems and analysis for reporting.

Essential Responsibilities

RESEARCH ACTIVITIES

  • Contribute to the development of training materials for quantitative data collection and support the training of survey enumerators
  • Lead the implementation of daily data quality checks, including survey spot checks and back-checks and provide feedback on the daily performance of field enumeration teams
  • Support the development and implementation of the population-level panel survey and RMS protocols, including the overall research and sampling design, data analysis, quantitative and qualitative research instruments, etc.
  • Support the translation, piloting/testing, and revision of survey tools
  • Conduct data cleaning and analysis while maintaining transparent codes for increased research transparency and reproducibility
  • Assisting in data analysis and ensuring ready access to all data for all researchers
  • Support research activities related to humanitarian assistance averted analysis, as necessary
  • Support recruiting a pool of enumerators to conduct phone surveys for RMS
  • Prepare, clean, analyse and visualize data for ad-hoc project requests
  • As assigned by the supervisor, perform other tasks, which are consistent with the expertise needed in this role

RESILIENCE MEASUREMENT, MONITORING & EVALUATION, ADAPTIVE MANAGEMENT & LEARNING

  • Review and provide feedback on any data decision support tools, analytical products and any other products developed by the Human-Centered Design firm
  • Participate in facilitated learning events and bilateral sessions to draw insights on and estimate individual contribution to collective resilience outcomes
  • Support the team in conducting basic geospatial analytics and mapping products of publishable quality
  • Assist with the development of data literacy training sessions and learning materials for non-technical audiences
  • Support the development and maintenance of a database of project monitoring indicators
  • Create and manage a knowledge database tracking the uptake of research findings among RPM project participants
  • Support development of data management systems
  • Support data quality audits of M&E data
  • Conduct analysis of M&E and program data and provide analysis outputs for quarterly and annual reports

Reports Directly To:  Senior Research Lead

Works Directly With: Research Director, RMEL Specialist, Deputy Chief of Party, Chief of Party, Strategic Communications Learning Manager and other members of the RPM Applied Learning team as well as Short-Term Technical Assistants, Somalia MEL, and Mercy Corps HQ research and technical support team members.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Skills and Qualifications

  • Masters degree in development studies, research methods, statistics, economics, social sciences, public policy, monitoring and evaluation, or other relevant field required
  • Minimum 3-5 years experience managing working on quantitative data projects planning and implementation of quantitative surveys for international development/humanitarian programs; experience in resilience-focused programs preferred
  • Substantial experience in database management, including the handling confidential survey respondent data and familiarity of prevalent data protection policies including GDPR
  • Solid skills in data cleaning, analysis, visualization and reporting
  • Advanced proficiency in Microsoft Excel and ability to use intermediate Excel functions effectively
  • Excellent analytical and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
  • Extensive quantitative skills, including knowledge of and experience working with data analysis software (STATA, SPSS, Epi Info, R or Python)
  • Previous exposure to creating and interacting with dashboards (Tableau, Power BI, R shiny, Excel or a similar tool)
  • Strong experience in Digital Data Gathering (DDG) technology (ODK or ONA preferred) including the ability to quickly digitalize/script large and complex surveys in XLS form
  • Demonstrated ability to coach and train others on data collection protocols
  • Strong written and verbal English communication and interpersonal skills to engage a variety of audiences; Somali language skills are required
  • Outstanding communication and report writing skills and the ability to translate complex statistical insights for non-technical audiences
  • Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners
  • Experience working in Somalia is required

Desirable Qualifications

  • Detailed familiarity of mapping software such as QGIS or ArcGIS
  • Experience working in the humanitarian sector is an asset but it can be substituted with substantial experience the private, governmental or development sector
  • Good knowledge of foundational statistical concepts
  • Experience working with panel datasets
  • Experience working with a variety of quantitative data sources, including household field surveys, phone interviews, SMS, geographical and administrative data, etc.

Living Conditions / Environmental Conditions

The position is split between Mercy Corps offices in Mogadishu and Baidoa, Somalia, and it may require some travel to other field offices if and when required for meetings and other functions. Accommodation is provided in group housing. The Research Coordinator will support activities throughout Somalia. Mobility in Somalia is restricted and must first be cleared with the Security Advisor. The standard Somali workweek is Sunday – Thursday. Provisionally, the selected candidate shall be expected to travel 30-50% of his or her time.
