BACKGROUND
The Federal Government of Somalia (FGS) and Federal Member States (FMS) through the Ministry of Finance is implementing the Somalia Recurrent Cost Reform Finance (RCRF) Project funded by the World Bank. The project is supporting the Federal Government of Somalia and the Federal Member States to strengthen resource management systems, inter-governmental fiscal framework and service delivery systems in health and education.
The project is currently supporting implementation of the FHW program and the associated Health Technical Partner’s contract, the FMoH needs to develop capacity for program management of service delivery at community level as well as service contract management; a Program Management Unit (PMU) has been created to this effect.
The MoH intends to hire a Consultant (Contracts Management and M&E Specialist) to support the Program Management Unit in Galmudug State of Somalia towards implementation of the FHW program, supervise health contracts and ensure performance indicators are met at the state level.
- Scope of Work and Responsibilities:
The Contracts Management and M&E Specialist (“Consultant”) will work in FMS Program Management Unit (PMU) and in close consultation with the FGS MoH Contract Management Specialist to support implementation of the FHW program. The tasks to be performed include the following:
Liaise with FGS MoH contract management officer to ensure they are up to date on contractor performance; Problem-solve with contractors to support contractors to achieve optimal health outcomes for the population and that contracts are implemented per contract terms; Ensure contractors deliver equitable, accessible health services in coverage areas; On a regular basis, review contractor’s data, inclusive of key performance indicators, to determine progress on contracting assignments; Review program data to ensure high-quality monitoring, address any data quality issues in conjunction with FGS MoH PMU, coordinating with state-level HMIS office; Produce and manage detailed statistics and analytics for the digital data of the program collected from the field; Extract and formulate meaningful KPIs and indictors from the analytics compiled above, which would be converted into actions for field level support activities; Provide detailed analytics update to the management on regular intervals; Learn and develop significant understanding of eLearning tools deployed in the program for further trainings and support help; Conduct regular monitoring and field-level supervision visits (at least once per month) to field sites to supervise all aspects contract implementation; Stay abreast of progress on all aspects of contract implementation; flag and work with contractors to address all implementation challenges in a timely manner; Convene meetings with the contractors’ or representatives at the FMS to discuss and resolve implementation issues; Complete the required onboarding and other training, including online training, that may be prescribed from time to time; and Submit detailed performance reports as prescribed by the PIU.

Skills and Qualifications
Selection will be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
- Advanced degree in Business, Law, Administration, or Finance with specific experience in contract management, contract law, contract administration, financial management / accounting or public policy.
- A minimum of 3 years working in the Health Sector
iii. Demonstrated experience working within Somalia’s Government
- Competence in accounting and financial management principles with ability to review financial data
- Proven work in excel, data management and analysis, KPIs management and visualizations
- Understanding of health data and an ability to review data to track performance
vii. Other competencies including: team work and coordination skills; Verbal and written communication skills; and Negotiation skills
- Duration & Duty Station: The duration for the assignment is 12 months, renewable based on satisfactory performance and funding availability. The duty station is Galmudug State of Somalia

- The attention of interested Consultants is drawn to paragraphs 3.14 and 3.21 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and current edition (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and eligibility.
- A Consultant will be selected in accordance with the Individual Consultants selection method set out in the “Procurement Regulations”.
