Program Manager (IP1 Somali Security and Justice Programme (SSJP) II)

Location: Mogadishu, with regular travel to other locations as maybe required

Reporting to : Somalia Country Director

Management responsibility (if applicable): N/A

Key relationships:

–          On day to day basis work closely within the 1P1 Consortium Team Leader and Senior Program and Knowledge Manager

–          Somalia Programme staff: ME  L Coordinator ,Finance Manager, HR and operation manager, Gender Advisor, Security Coordinator

–          Programme Support and Learning: Senior Gender Advisor and MEL Advisor.

Type of position: National

Grade and Salary: A competitive INGO salary will be offered

Contract terms and hours: Fixed term contract until August 2023 with the possibility of extension dependent on funding. The standard working week is 37.5 hours.

Job purpose:   

The Program Manager will be responsible for programmatic, operational, and administrative aspects of the programme and all programme staff under the Programme Management Unit (PMU). The Programme Manager will ensure that the delivery of results is on time, within budget, and of the highest quality. Specifically, the Programme Manager will perform the following functions:

  1. Programme delivery and reporting

·         Support the Senior Programme & Knowledge Manager to ensure program milestones are delivered on time and to a high quality by ensuring that the work plans provide the framework for delivery, that progress is reviewed and lessons are learned to constantly update, adapt and optimize performance and realize value for money.

·         Working closely with the Thematic Leads to support the development and quality assurance of work plans and budgets for the program. Ensure that all program work plans and budgets are agreed upon and approved by the Senior Programme & Knowledge Manager prior to submission to IP1 Leadership Team for approval and release to UNOPS.

·         Steer the continuous and reflective maintenance of annual work plans. Ensure integrated quarterly, monthly and specific deliverable work plans and that all stakeholders are clear on planned activities (version control, knowledge management, etc.);

·         Ensure delivery of program objectives as stated in the workplace, by (i) overseeing inputs and managing the program’s; (ii) monitoring progress in delivering plans and outputs and (iii) ensuring coordination of the work of Area Coordinators and Intervention leads, as required and in consultation with heads of Implementing Partners.

·         Conduct weekly and monthly review/planning meetings to review progress against integrated work plans; identify opportunities for deepening partnership and collaboration between implementing partners; flag emerging issues of concern, and capture and reflect on learning;

·         Institutionalize a deliberate and structured process through which the program reflects on progress, reviews emerging evidence (including from the program’s MERL framework), and adapts program design and delivery;

·         Report in writing any concerns around delayed/impeded delivery or inadequate technical quality to the Senior Programme Manager, Technical Leads, and/or Team leader;

·         Manage routine interactions with the Nabadgelinta program teams based in Mogadishu and ensure timely reporting in line with UNOPS requirements. This involves leading the coordination and preparation of UNOPS reporting.

·         Lead as a member of the focal team to document and communicate around results and learning.

·         Ensure all procurements in support of program implementation, including consultant recruitment, are compliant, effective, and in line with the IP1 team’s internal processes as well as UNOPS’s agreed approach.

·         Manage program risks and proactively update the program risk register

·         Ensure key Nabadgelinta meetings are held regularly on time, with clear agendas and minutes properly captured and documented for future reference

·         Where required, support Nabadgelinta representation and participation in key meetings.

·         Keep Saferworld management informed of all important activities and processes of Nabadgelinta, keep abreast of all deliverables and informed necessary staff accordingly.

    II.        Effective Program Management

·         Establish and deliver effective systems and processes to address adaptation, planning, monitoring and tracking, communications, office management and operations, reporting, safeguarding and programme risk management.

·         Ensure appropriate programme management systems are in place and utilised by the entire team,

·         Support the development, updating and utilization of key programme management documentation, including

o    Programme Management (i.e., PMM Manual);

o    Safeguarding (i.e., Safeguarding Framework);

o    Risk Management (i.e., Risk Matrix and Risk Management Strategy);

o    Monitoring, Evaluation and Learning (i.e., Theory of Change, and MERL Framework);

o    Office Management (i.e., Safety and Security Plan).

o    Finance Management

   III.        Team Management

·         Support the Senior Programme Manager to develop, strengthen and implement appropriate performance management and professional development approaches for the IP1 team.

·         Work with the Technical Leads to ensure technical advice and assistance requirements are identified and fulfilled in good time. Support the development of Terms of Reference (ToRs) and the contracting process to secure this assistance is available for the Technical Leads

·         Assist in the recruitment and orientation of new staff;

·         Ensure that long- and short-term personnel are inducted and orientated successfully, and included in the relevant work processes and workflows;

Scope and accountability

Decision making and limits of authority

The project manager is responsible for leading and motivating the programme team in collaboration with the Country Director. They lead on project design and implementation and ensures continuing relevance to Saferworld’s strategic priorities.

Financial resources

Fully accountable for a programme budget – ultimate responsibility lies with the Country Director.

Other resources

Responsible for cross-regional and organisational information sharing and lesson learning resources on gender, peace and security

People management

N/A; potentially some consultancies as agreed with line manager

Legal, regulatory and compliance responsibility

Ensure compliance with national legislation. Where there is contradiction, seek guidance. Ensure compliance with Saferworld’s and donor financial processes and procedures.

Skills and Qualifications

Knowledge, qualifications and experience

·         A graduate degree in social science, conflict/peace studies, gender studies or a similar discipline, or equivalent professional experience

·         Proven experience of gender, GBV prevention and/or women’s rights programming at a community level – preferably in contexts of conflict prevention, security and justice and/or peacebuilding.

·         Good knowledge and understanding of the local context and sensitivities, including the gender and social norms that are barriers to women’s participation

·         Demonstrable experience of supporting and/or coordinating women’s networks and/or coalition building

·         Knowledge and understanding of current debates in Somalia regarding women, peace and security

·         Proven experience of working in partnership and solidarity with women’s rights organisations and civil society networks in a way that reflects the principles of power-sharing and accompaniment

·         Demonstrated experience of conducting trainings and workshops, ideally focused on gender, peace and security

·         Experience in supporting women’s right organisations and in undertaking participatory research on gender based violence and ways to address them collaboratively, and in partnership with communities and local authorities

Skills and abilities

·         Excellent written and oral communications skills in Somali and English

·         Strong interpersonal skills and ability to communicate with people from all walks of life

·         Ability to explain complex ideas in easily accessible ways tailored to different audiences

·         Ability to translate technical knowledge and analysis into programmatic and community-level interventions, work plans, activities, reporting, etc.

·         Skilled trainer and facilitator

·         Strong analytical skills

·         Ability to develop and maintain positive relationships with a wide range of stakeholders, including civil society organisations, government bodies and officials, and international donors

Other requirements

·         Ability to travel frequently to Mogadishu Southwest and Nairobi and other areas as may be required.
