Organizational Setting

This position is located in Mogadishu or various duty stations in Somalia.

Reporting Lines

The position is under the overall guidance of the FAO Representative in Somalia and the direct supervision of the Somalia Water and Land Information Management (SWALIM) Chief Technical Advisor.

Technical Focus

The Meteorologist will be responsible for carrying out activities related to water resources, climate, climate change, early warning, and disaster risk management in Somalia.

Tasks and Responsibilities

• In charge of climate services for Somalia by ensuring that all stakeholders have been served with related information.  Closely work with government agencies who are involved in climate data collection and provision of climate services.
• Support the FAO Somalia management in Climate change related activities including report writing and provision of climate change analysis.
• In charge of Disaster Risk Reduction (DRR) and Early Warning (EW) activities of SWALIM and liaise with government agencies in developing strategies to mainstream climate related disasters in Somalia.
• Contribute to projects proposal writing and fund raising and financial management to ensure smooth and timely deliverables of the project; – Continuously contribute towards program design, planning, implementation, and evaluation by ensuring that all Water Resources Management (WRM) concerns are adequately tracked through the project cycle and interventions are as responsive as possible.
• Team leader of the SWALIM Field Hydro-meteorological field Observers including over 100 field rainfall observers and seven SWALIM recruited gauge readers, providing day to day guidelines to the observers in accordance with world standards and ensure accurate data collection and timely dissemination.
• Responsible for expansion, maintenance and development of the Somalia hydro meteorological monitoring network including manual and automatic stations; and establish links with other national, regional, and international agencies and institutions involved in the measurement of hydro meteorological variables in the country and regional floods and drought monitoring.
• Analysis and assimilation of real-time hydro-meteorological data using advanced processing techniques, data sources, and equipment to support research and related activities in Somalia.
• Take lead in the adaptation of existing weather forecast and early warning information using meteorological and hydrological expertise and data to support inter-agency flood and drought response activities including provision of information for joint publications with FSNAU and FEWS NET.
• Serve as a functional bridge between SWALIM and the Climate monitoring centres in the region including ICPAC, MESA, IGAD countries and other global climate bodies.
• Responsible for all the hydro-meteorological letters of agreement between FAO and implementing partners in Somalia, and the Disaster Risk Reduction (DRR).
• Contribute to research including climate change trends in Somalia, water demand, rainfall water harvesting and in turn share the success stories by other implementing partners on water resources management; Support observed data and carry out in‐depth research and data collection from satellite images, radars, remote sensors, and weather stations.  Ensure the organization selects appropriate partners for intervention by conducting background checks.
• Support capacity development for the government staff through identification, design and delivery of appropriate climate and water resources related capacity building interventions, to target partners and government institutions in Somalia; Conducting training and capacity building activities for staff of the liaison offices, Somalia data centres and stakeholders including longer training courses, on-the-job training and work-together with SWALIM professional, to manage the water resources information systems.
• Support FAO Somalia team concerned with donor reporting on WRM concerns across programs and participating actively in contributing to documentation of “success stories” and other anecdotal information to enhance the overall quality of performance reports to the donors.
• Support transfer of management responsibilities for the water resources information systems (Somalia hydro-meteorological monitoring network and databases, drought monitoring system, flood forecasting system, FRRMIS, etc.) from the Nairobi office to the Somalia government institutions, guided by the SWALIM/FSNAU transition plan.
• Perform any other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree (B.Sc. or equivalent) in one of the following fields: Meteorology, Climatology, Hydrology, Water Resources or Agriculture.
• At least 4 years of relevant experience in analysing hydro-meteorological information and other climatic time series including remote sensing data; drought and flood monitoring and analysis/forecasting with experience in analysis of climatic conditions leading to flood and flash-flood situations, agro-meteorology. Good Knowledge and experience in project management will be required.
• Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required.
• Nationality of Somalia.
