MEAL Officer – Mogadishu, Somalia
Job Description

Overall purpose of the position
The MEAL Officer will be based in Mogadishu with regular visit to Beledweyne and Bullabarde for project oversight supervision. The Officer will closely work with project team and WARDI sub-contractors for all monitoring, evaluation, documentation and reporting related tasks of Somali Crisis Recovery project (SCRP) WARDI is implementing in partnership with ACF.
Roles and Responsibilities
Programme monitoring
- Responsible for the implementation of the monitoring activities in the field in cooperation with project team.
- Supervise and conduct data collection, stakeholder monitoring, implementation of M&E exercises such as baseline, midterm evaluation and post distribution monitoring
- Responsible for the collection and basic analysis of consistent and reliable data and performance indicators sources
- Assist in coordination across the available components of the project to ensure effective implementation of M&E activities.
- Monitor and evaluate overall progress of project activities to ensure achievements of project results.
- collect and organize lessons learned, success stories, positive impacts, achievements, and case studies to be shared internally and externally by WARDI to its stakeholders.
- Ensure project beneficiaries are well informed of WARDI’s complaint response mechanism and relevant feedback is provided to them.
Data Management
- Identify and promote good practice training for data collection team(Enumerators)
- Improve quality of data through effective and participatory training for project and data collection team
- Support the MEAL manager on development of data collection tools and highlight where the data collection tool needs modification through reviewing and testing the tool
- Participate the data cleaning process by conducting daily data checks when there are ongoing PDM, Baseline, midterms and other project related assessments.
- Conduct data validation exercises, including site visits, project documents’ review (distribution list, attendance list, school registers and other relevant project documents)
Reporting
- Submission of regular field reports including (weekly and monthly) on projects assigned to the MEAL Manager
- Collects, compiles and consolidate M&E outputs to be included in the donor reports
- Ensure record keeping and filling of M&E reports, assessment reports and other important project documents for future referencing.
- Prepare weekly work plan and weekly activity report by submitting the weekly work plan on every Saturday and weekly activity report on every Thursday.
- Carryout other work related tasks as assigned by the MEAL Manager.
Coordination
- To have smooth execution of WARDI projects, support the coordination with local authorities and partners in your area of work
- Improve working relationships with project team, local administration and project partners in your area of work.
Skills and Qualifications
- Bachelor degree preferably in a relevant subject area (statistics, monitoring & data management, social science, public health, economic development, or a related field) – a technical degree together with additional relevant work experience may substitute for education
- Proven technical skills in monitoring and evaluation, including experience with multi-sartorial and multi-donor funded programs and experience with qualitative and quantitative data collection and analysis.
- Knowledgeable in M&E methods and approaches in the agriculture, health, nutrition, or rural development sectors.
- Thorough knowledge on the humanitarian operations coordination, cluster operations, and major donor M&E requirements is essentials.
- Thorough knowledge in quantitative and qualitative data collection methods and analysis is essential, especially the use of SPSS / “R” software’s for quantitative analysis.
- Working knowledge of program implementation, and monitoring and evaluation techniques and practices.
- Excellent analytical skills.
- Ability to work in a team and strong interpersonal skills.
- Excellent computer applications skills including MS Office.
- Excellent organizational skills, with a proven ability to manage multiple competing priorities under strict deadlines with minimal supervision.
- Excellent oral and written English language skills.
- Excellent English language skills, both written and oral with practical computer skills and competence with Microsoft office environment.
