Overview of the position:
- IOM supports the Federal Govt. of Somalia in its efforts to assist with the transitioning & reintegration of youth at risk. Assistance is focused toward capacity building initiatives for govt. ministries, the establishment of transition centers and programming to assist with the return & reintegration of youth at risk.
- Under the direct supervision of the Project Officer & Case Management Coordinator, the Case Assistant will act as a key support agent to the Center Manager & the Program Manager for the support to the National Program for the Treatment & Handling of Disengaging Combatants including coordination & liaison with the UNSOM, AMISOM & local authorities.
- The position sits within the Federal Govt. of Somalia’s National Program for the Treatment & Handling of Disengaged Combatants & is managed by the govt. & IOM with dual reporting requirements.
Role objective:
The Case Assistants will play a pivotal role in the Kismayo Center through registering the beneficiaries & giving all the necessary orientations during the intake stage. The Case Assistant will closely work with Social Workers & act as the lead person for all case management systems of the center & will be the key person responsible for overseeing the case management process form entry to exit. This will include coordinating the various services that will constitute the rehabilitation process, linking individuals to families, communities & identifying external service providers in accordance with individual care plans with the goal of reintegrating according to defined exit criteria.
Key responsibilities:
- Welcoming the beneficiaries & encoding information into information management systems.
- Advising those that present themselves & request assistance from the Kismayo Female Rehabilitation Center office.
- Referring the caseload that present themselves at the rehabilitation center office to potential service providers.
- Updating the database according to the needs of the center & maintaining case files of all beneficiaries & activities.
- Producing weekly reports & whenever requested, special reports for the district authorities, AMISOM & UNSOM.
- Undertake additional requests as deemed appropriate by the Center Administrative Assistant &Field Officer in coordination with the district authorities.
- Ensure that confidentiality & the right to privacy is maintained with regard to all beneficiaries as well as files.
- Monitor / Report to the client’s management any security incidents & abide by security regulations.
- Perform any other duties assigned by the project officer & case management coordinator in consultation & coordination with the district authorities.
- Conduct interviews with individual at intake & complete registration process & documentation.
- Maintain accurate case files including regular updates & progress of individuals against goals & objectives detailed in care plans & use information to prepare reports for the exit board.
- Provide information regarding the entry & exit procedures & support services available to defectors, their families & coordinate case reviews & case conferences.
- Participate in multidisciplinary teams & meetings regarding, education, VET, psycho social well being & health including mental health.
- Identify & facilitate linkages to community based support mechanisms to optimize sustainable reintegration on exit as part of care plans.
- Identify options for reintegration alternatives including resettlement for individuals who may not wish to return to communities of origin.
- Provide psycho social support including guidance & basic, culturally appropriate, counselling services including screening & referral to specialist service providers as needed/appropriate.
Project reporting:
- This role works under the direct supervision of the Project Officer & Case Management Coordinator.
Team management:
- This role does not have any team management responsibility.
Geographical experience:
- Minimum of 5 year of experience in Africa (essential).
Education:
- Diploma in Case Management, Social Sciences, Social Work, Psychology, Teaching, Healthcare or Community Development.
Experience:
- Prior work experience in Jubaland State regions is highly preferred.
- Demonstrable experience in a related field working with vulnerable youth & adults within the health care, protection, human rights, education or community development/mobilization sector within an NGO, CBO or similar.
- Proficient in computer MS Office.
Languages:
- Fluent in Somali & working knowledge in English.
