CONTRACT DURATION: until 31/12/2022 renewable

START DATE: August 2022

SALARY GRADE: According to SIF’S National Staff Salary Scale

MAIN RESPONSABILITIES

The Program Manager is responsible for supervision and management of assigned projects that include the supervision of program staff and activities in the field in close collaboration with the Field Coordinator and Programs Coordinator in order to achieve all program outcomes within the limits of the validated project proposals and budgets.

• Specific Responsibilities
• Under the supervision of the Field Coordinator and in collaboration with the Programs Coordinator, the Program Manager is expected to deliver on the following roles and responsibilities:
• Assist in development of concept notes, proposals, Project Management Plans, and budgets for new projects;
• Supervise implement of projects in order to achieve all objectives and outcomes outlined in the validated project documents;
• Monitor the registration process of beneficiaries to SIF activities, according to the guidelines defined;
• Provide regular and detailed updates on field activities and ensure effective M&E is being undertaken throughout the projects and proper PMP updates are done and submitted on a timely manner;
• Provide detailed project reports by the end of project activities or as requested;
• Manage the field program team, in coordination with the Field Coordinator;
• Provide appropriate training to the Program Team in the field when necessary.
• Supervision of Field Team;
• Support in conducting baseline and end line surveys for beneficiaries to measure impact and develop best practices in coordination with technical unit and MEAL team;
• Participate in team meetings to provide feedback on different aspect of the project.
• Oversee the flow of information on the field about SIF activities, related to projects.
• Ensure the availability of all program materials and ensure the project locations are well equipped and ready for the implementation;
• Liaise with the head of Administration and Finance Department in Nairobi to ensure full compliance with all SIF and Somalia rules and regulations regarding human resources and finance;
• Coordinate with Finance Department on partner payments (supporting documents & checks);
• Liaise with the head of Logistics Department to ensure full compliance with all SIF rules and regulations regarding procurement and security;
• Ensure proper logistical / procurement procedures are followed internally and in the area of intervention
• Follow up on SIF procedures and standards, including health and safety and equal opportunities, in relation to its staff, volunteers and beneficiaries;
• Participate and represent SIF in relevant coordination meetings with Partners;
• Build and/or maintain strong relationships with local partners;
• Ensure positive visibility of SIF through usage of various materials by Partners;
• Liaise with UN agencies, government representatives, other NGOs, donors, and suppliers on behalf of SIF/Marsabit operation;
• Provide verbal and written minutes of meetings with the above stakeholders;
• Ensure feedback is circulated among protection team about issues potentially raised in the field;
• Carry out any other assignments as directed by the Field Coordinator, Programs Coordinator or Head of Mission;
