ROLE PURPOSE:

The purpose of this role is to manage and assist the delivery, reporting and representation of the large health and nutrition program, which is being implemented in Somalia by save the children in collaboration with the ministry of health, at federal and state levels Operationally and technically. Key functions include ensuring program is implemented on time and with quality, technical support to the different project teams, management & support of the implementing partners, reporting, representation, facilitation of project steering committee and leading the program management unit

Child Safeguarding:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

The purpose  of  this role  is to  Operationally  and technically manage and assist the delivery, reporting  and representation  of the large health and nutrition program, which is being implemented in Somalia by save the children in collaboration with the ministry of health, at federal and state levels. Key functions include ensuring program is implemented on time and with quality, technical support  to  the different project  teams, management & support of the implementing partners, reporting, representation, facilitation of project  steering committee and leading the program management unit.

Dimensions:

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 14 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff.

KEY AREAS OF ACCOUNTABILITY:

Providing Technical support to project teams.

·         In close collaboration with the relevant technical Specialists, Area Representatives and project teams to provide close technical support, ensuring quality of project planning and implementation, ensuring cross-learning and documentation, sharing lessons with  relevant partners, ensuring  compliance with Thematic plan and with organizational standards, etc..

·         To lead in developing technical research protocols to support analysis of project achievements, constraints and findings.

·         To lead in the coordination and preparation of donor reports and, in liaison with the operations, awards and Finance departments, to  ensure that these are of high quality, reporting  clearly on progress towards  the outputs, and thus towards meeting the purpose, of the project as stated in the project proposals

·         Document achievemens and learning of  the  project  on  a quarterly  basis and share with  the  technical team and the humanitarian director  for wider dissemination

·         Lead and/or participate in any final evaluation of the project that may be undertaken.

·         Undertake field visits to the different project sites, meet with beneficiaries, assess quality of intervention and advise corrective  measures necessary to meet the desired program outcomes

·         Work together with  Knowledge and Learning Manager to document programme learning, ensuring it is fed into organisational advocacy.

·    Organize  joint  quarterly  program  review  to  assess  progress, challenges, lesson learn and cross

·         learning.

·         Keep and track the action plan tracker after the project review

·         Facilitate the supervision of the project  sites by the donor, member, media or country  office technical and operations team.

Financial Management

·         As budget holder of the programme ensure that the programme is implemented in accordance with SCI and donor’s compliance requirements, within time and on budget. Budget holding responsibilities to be determined in line with Save the Children scheme of delegation.

·         Oversee budget of the programme as it is implemented in two Area Offices and local partners. Monitor expenditure, forecasting and financial performance.

·         Ensure that regular budget tracking (budget expenditure variance analysis) of the programme is carried out and this is discussed with relevant project managers of the Area Office and partners and appropriate actions are taken on time.

·         Ensure timely preparation and submission of financial reports to the donor along with technical report.

·         Identify and effectively manage all key risks related to the programme in coordination with partners, in particular ensuring that, in collaboration with relevant manager of the CO, anti-fraud and anti-corruption policies and procedures are followed to minimise risks in delivery of the programme.

Coordination and  Representation

·         Map out efforts of other stakeholders within the sectors relevant to the programme and take appropriate actions to effectively coordinate the programme and achieve maximum efficiency.

·         Represent Save the Children Somalia/Somaliland towards stakeholders in Somalia and attend to relevant forums to present about and coordinate the programme.

·          Involve programme partners coordinate their part of the programme with other stakeholders.

·         Ensure that programme’s operational and technical lessons and good practices are documented and disseminated by working with relevant team members in Programme Development and Quality

·         Ensure interactive   programming   with   other   sectors  implemented  by  SCI  or   other   partners  to   ensure complementarity and integration.

·         Represent Save the Children at the relevant forums both at the field and in Nairobi

·         Support  the  relevant  technical specialists and the  field  operations  as deemed  necessary in  respect  to  the coordination and presentation

Programme Specific Governance Role

I.              Contribution to Steering committee(SC)

•    Attend  steering committee meetings as required by steering committee

•    Provide update information  and data for steering committee decision

•    Prepare documents to SC for Review and approval of recommendations from CMU and TWGs;

•     Prepare documents for Validation of research and evaluation findings;

•     Make   a   request    for    approval   of    any   significant changes  to    the         program    design,   budget   and governance/management structure;

•     Invite external stakeholders to the Steering Committee  as instructed by the steering committee to discuss issues of shared interest to boost collaboration and coordination between program

2.    Lead  Programme Management Unit(PMU)-(A/ong other members of PMU)

•    Managing the relationship with the donors

•    Administering partner sub-grant agreements with subcontracted partner

•    Ensuring donor compliance;

•    Development and submission of all contractually required reports;

•    Escalating issues to the SC;

•    Managing government engagement;

•    Coordinating and information  sharing with other stakeholders;

•    Overseeing programmatic audits and reviews.

•    provide management oversight of the TWGs and report to the SC

3.   Lead  and  coordinate  Technical Working Groups (TWG)- (Three TWGs: for Monitoring,   Evaluation  &Research (ME&R), Gender, Health, an  Nutrition).

•    Chairing  TWG  monthly or on an ad hoc basis meeting

•    Providing technical advice and quality assurance;

•    Providing technical support on the development of guidelines, curricula, materials and tools;

•    Ensuring that models and approaches are harmonised across the project locations;

•    Ensuring consistency and compliance with international best practices and standards;

•    Regular planning and reviews of progress;

•    Identifying challenges and solutions;

•    Producing timely documentation and communications;

•        Leading on technical revisions and adaptations to  project  interventions  in line with  project  reviews, research findings and continuous learning and feedback; and Reporting on programme outcomes.

Skills and Qualifications

Essential

  • The post holder will be sensitive to the cultural and political environment of Somalia and will have the ability to plan and ensure the implementation of the project, and to manage resources effectively.
  • Program management experience in humanitarian and development context with relevant qualification in public health, nutrition, or related fields.
  • At least 5 years’ experience in similar role with substantial relevant experience in Health & Nutrition program management
  • Previous experience in coordinating, implementing, and managing complex emergency project with INGO’s in developing countries and/or IDPs settings.
  • Previous experience in managing subcontracted partner and proven donor relationship experience
  • Experience in situation analysis, rapid need assessments and program implementation.
  • Ability to support and build capacity of staff through performance management.
  • Excellent skills in monitoring implementation of integrated emergency programme activities.
  • Excellent oral and written communication skills.
  • Ability   and willingness to travel extensively to the field,  under  sometimes   difficult   and  occasionally  insecure circumstances.
  • Experience in grant management and proposal writing is preferred.
  •  Excellent computer skills: MS Word, Excel, Power point, Epi-lnfo/SPSS, Outlook and the internet.
  • Ability to multitask, work under pressure, exercise flexibility and adaptability to transition.
