UNDP’s project ‘Strengthening Local capacities for Resilience and Recovery’ is a multi-phase initiative, funded by the EU, aiming at supporting local authorities in Libya to respond to the many conflict and human mobility induced challenges – by strengthening the local resilience and recovery mechanisms – that impact negatively citizens’ access to essential services, sources of livelihoods, the social cohesion and security of communities. The three outputs will be delivered primarily in targeted municipalities through direct support by UNDP, in cooperation with CSOs and INGOs and government institutions as well as other development partners active in targeted municipalities.
The project aims at responding to the many conflict and human mobility induced challenges – by strengthening the local resilience and recovery mechanisms – that impact negatively citizens’ access to essential services, sources of jobs and livelihoods, the social cohesion and security of communities. Target beneficiaries are host communities – including internally displaced persons (IDPs) and returnees – migrants and refugees.
The mounting humanitarian needs in Libya and growing fiscal pressure, calls for quickly upgrading the capacities of local actors to support the resilience of the local service delivery systems (health, education, water, electricity, sanitation, urban infrastructure, etc.) and to improve its performance to the extent possible. This requires supporting local problem-solving mechanisms to relieve bottlenecks in the rehabilitation, operations and maintenance of local services and facilitating partnerships between central and local authorities as well as state and non-state actors, with special attention given to municipal leadership in that process. The project will support municipalities in identifying, planning, leading and coordinating efforts to achieve resilience in local service delivery and socio-economic recovery; as well as in improving the access and quality to public and social services.  All three outputs of the project will be implemented regionally in the West, South and East of Libya.
The project coordinators, based in Tripoli, Benghazi and Sabha, will be responsible for the strategic programme planning, coordination and implementation of project activities, including planning processes and timely delivery of results taking into consideration agreed upon workplans.

The Regional Project Coordinators will be responsible for the needs assessment process in their location and will work closely with the field engineers who will help assess the damage and estimate the cost of rehabilitation. Once the needs assessment is completed the project coordinators will help facilitate local prioritization exercises to agree on local priorities and an action plan while ensuring do no harm. Once the action plan is agreed upon, the project coordinator will be responsible for the day-to-day monitoring of the project progress in their location.

Duties and Responsibilities
Scope of Work 
  • Lead the process of collecting the information for the needs assessment in Sebha  and any other municipality located in the south, in collaboration with the local authorities;
  • Undertake field visits with the field engineers to review the physical damage;
  • Draft the needs assessment report and submit it to the Project Manager for approval;
  • Work closely with the Project Manager, engineers, and the selected NGO partner to organize the local prioritization workshop to agree on rehabilitation priority plan; and ensure all the relevant local stakeholders attend the prioritization workshop;
  • Finalize and submit the priority plan to the Project Manager for approval;
  • Coordinate all the support being provided to the municipality from the Project;
  • Work closely with the selected partners to engage in the conflict analysis process,  peacebuilding and economic recovery interventions;
  • Working closely with the field engineer(s), supervising the rehabilitation works and providing regular monthly reports to the Project Manager on the progress of works;
  • Immediately report any variation or problem arising in the rehabilitation works or provision of equipment to the Project Manager;
  • Conduct regular field visits to the project sites to monitor the implementation of the workplan;
  • Provide ongoing mentoring and support to the municipality/local authorities and ensure that the local authorities are engaged in the project;
  • Organize any required workshops or events;
  • Lead the communication of the project at the municipality level;
  • Ensure and monitor the proper operation of the finalized projects;
  • Undertake any other relevant tasks as requested by the Project Manager.

Institutional Arrangement

The Regional Project Coordinator will work under the overall guidance and supervision of the Project Manager of the SLCRR project and work in close coordination with the Project Specialist, Output Leads, Senior Project Officer and M&E team. The Regional Project Coordinator is expected to submit a monthly progress report to reflect the undertaken tasks and achievements to be reviewed and approved by the Project Manager.

Required Skills and Experience
Education:

•    Masters’s Degree in Economics, Finance, Engineering, Accounting, Public Administration or other related field  or
•    Bachelor’s degree in the related fields with additional 2 years of relevant experience will be given due consideration in lieu of Master’s degree

Experience:
  • Minimum of seven years with Master’s degree or nine years with Bachelor’s degree of relevant experience in project coordination and  working closely with local authorities and civil society
  • Experience in management or coordination of infrastructure projects desirable;
  • Experience in working with international agencies and NGOs desirable;
  • Proven ability to work with multi-disciplinary teams and liaison with authorities.
Required  skills:
•    Experience in using MS office and progress report writing.
Desired skills:
•    Previous experience with EC/UNDP is a very strong advantage.
Required Language(s):
•    Fluency in both oral and written English and Arabic is a must
