TERM OF REFERENCE (TOR) & JOB DESCRIPTION OF  CHIEF EXECUTIVE OFFICER

POSITION TITLE: Chief Executive Officer (CEO) – ASU

REPORTS TO: Chairperson/Board of Directors, ASU

LOCATION : Mogadishu Office

2. JOB PURPOSE

The job purpose of Chief Executive Officer is to manage the Association of Somali Universities (ASU) wide operations while maintaining the standards and levels set by the Board of Directors.

3. Authority

Ø  The CEO operates under the authority granted by the Board of Members pursuant to the Mandate set forth and such extensions of authority as may be granted from time to time.

Ø   The approval of the Board of Members (or appropriate Board committee) shall be required for all significant decisions outside of the ordinary course of the Association’s business, including major financings, dispositions, budgets and capital expenditures as set out in the Associations ‘s policies and procedures.

3. JOB DESCRIPTION: Responsibility

·         Design, develop and implement strategic plans for the Association of Somali Universities (ASU)and submit to the BOD for approval.

·         Manage the day-to-day Association of Somali Universities (ASU) taking account of the policies and directions of the BOD.

·         Be accountable to the BOD for Association of Somali Universities (ASU) operations.

·         Report all the operation to the Board of Directors.

·          Comply with applicable policies and procedures of the Association, including the Disclosure Policy and the Code of Business Conduct and Ethics, and authority limitations established by the Board of Members.

·         Shall have full responsibility for the operations of the Association in accordance with the strategic plan and the current year’s operating and capital expenditure budgets as approved by the Board of Members.

·         Identify institutional partnership opportunities at the national local level (from bilateral, multilateral, international organizations and embassies and foundations)

·         Mobilize resources both locally and internationally and ensure the efficiency use of the resources

·         Prepare calendar of events and ensure they occur as per the plan.

·         Ensure all  financial documents , (electronic, system and paper) are complete and kept up to date.

·         Represent association in education sector level meetings (development and humanitarian/emergency) and other networking forums and use this to aggressively develop funding partnerships

·         Reviews payment requests for accuracy, completeness, compliance, level of authorization and clarity on the invoices.

·         Reviews disbursement requests for accuracy, documentation, and validity; effect payment to the right vendor from the right project

·         Manage all administrative queries for the office as required.

·         Maintain and update all administrative files, paperwork, and other documentation in compliance with association  policies & procedures. Keep up-to-date files for all reports,

·         Performs other tasks as assigned by the immediate supervisor.

Education

·         Master Degree In  Management, business Administration, Education, Public Administration, Economics  or any equivalent Degrees.

EXPERIENCE:

·         leadership experience at a senior level in a complex organization

·         Demonstrated ability to develop, articulate and implement strategic institutional goals

·         Ability to lead Ability to lead an international non-governmental organization in a complex and demanding, social, political and fiscal environment.

·         Ability to provide leadership in the Somali higher education community

HIGHER EDUCATION IN THE CONTEXT OF ITS ENVIRONMENT:

·         Understanding of the social, political and economic environment in which Somali universities operate.

·         Ability to represent the interest of Somali universities effectively in their dealings with governments and other political agencies.

·         Ability to engage effectively with other external stakeholders

·         Sound appreciation of emerging trends in higher education within Somalia and globally, and the ability to represent Somali universities effectively in the international academic community and fora.

COMMUNICATION SKILL

·         High level communication skills in order to articulate the vision of the Association, both internally and externally.

 5. COMMUNICATION AND WORKING RELATIONSHIP

INTERNAL : Chairperson/Board Of Directors

EXTERNAL : member universities, non-member universities, government departments, donors and Institutions supporting higher education.
