Information Management Officer – Mogadishu, Somalia
Job Purpose
Under the overall guidance and supervision of the Head of Information Management Unit, the Information Management Officer provides support to IMO services ensuring high quality of work, ensures accurate, timely and properly data analyst delivery. the Information Management Officer (IMO) will be responsible for the following:
The Information Management Officer works in close collaboration with the Operations, Programme and projects staff in the CO and other UN agencies staff to ensure consistent service delivery
Duties and Responsibilities
1. Web Management:
- Manage content on relevant web platforms (HumanitarianResponse.info, Humanitarian Exchange Language, Humanitarian Insight, Relief we), undertake quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards; work with external counterparts on related web platforms such as agency and cluster websites and Relief Web to facilitate cross-site search and interoperability.
2. Data Management
- Support and design the development and management of the content of databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability; support the consolidation of operational information on a regular schedule to support analysis.
- Play a lead role in the design, development, management, and improvement of data management systems including database and spreadsheets, along with a related process for data collection, cleaning, and verification;
- Maintain a client-oriented approach that ensures the OCHA provides high-quality information management services and products to the OCHA office and members of the humanitarian community;
- Collects, compiles, analyses and reports of various primary and secondary data from multiple sources and organize the essential record keeping and archival. If necessary, translate information from Somali to English or vice versa.
- Database management including customizing the database as per sector/cluster needs, customizing system vocabularies;
3. Visualization:
- Assist in the production and updating of information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials using Adobe tools (AI, InDesign, Photoshop).
- Creating interactive dashboards using Power BI.
4. Data Analysis
- Support the evaluation and analysis of location specific datasets through meaningful statistical techniques; participate in the development and revision of data standards (e.g., the Humanitarian Exchange Language); understand, document and ensure the quality of high value humanitarian data for accuracy, consistency and comparability.
- Manage the 3Ws (WHO does WHAT, WHERE).
5. Assessment Analysis
- Support assessment and needs analysis activities, including humanitarian needs overviews, secondary data reviews, preliminary scenario definitions and multi-cluster initial rapid assessments; support the management of platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK)
6. Geographic Information System (GIS) & Mapping:
- Assist with the maintenance of spatial baseline and operational datasets in accordance with relevant standards and guidance; support the production and updating of high-quality map products and online services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services. Ability to work with ArcGIS or QGIS.
- Provide GIS support to the office in general and assist in the development of appropriate maps and infographic products to support humanitarian decision-making and reflect humanitarian response. Support the maintenance of an inventory of OCHA-produced maps and, where possible, those available from other humanitarian partners.

- Information Management & Technology- Data Management & Analytics: Knowledge in data management, data sciences, ability to structure data, develop dashboard and visualization. Design data warehouses, data lakes or data platforms concepts. Familiarity with Machine leaning, natural language processing or generation and the use of artificial intelligence to support predictive analytics. CDMP or TOGAF9 or equivalent certification desirable.
- Communications- Advocacy strategy and implementation: Ability to create and implement advocacy strategies which lead to impactful change
Required Skills and Experience
- Advanced university degree (Master’s degree or equivalent) in political science, Computer Science, social science, public administration, international studies, economics, engineering, earth science/or a related field with two years of relevant experience.
- A first-level university degree may be accepted in lieu of the advanced university degree with 4 years of relevant experience.
- A minimum of two years’ experience with a master’s degree OR 4 years’ experience with bachelor’s degree of progressively responsible experience in humanitarian information management, GIS, database management/Administration (familiarity with PHP, HTML, DRUPAL, etc.), data visualization, or data analysis is required
- Experience in the usage of computers and office software packages (MS Access, MS Excel, MS Power-point, MS Word) is required.
- Work experience within the UN system or an International Organization is desirable.
Other required Skills
- Data Management: Design, develop and manage databases, spreadsheets, and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency, and comparability; consolidate operational information on a regular schedule to support analysis.
- Good knowledge of GIS systems and supporting software (ESRI ArcMap10.2 are required), and experience in the development and management of spatial/geographic data layers;
- Visualization: Produce and update information products such as reports, charts, and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials using In- Design, Adobe Photoshop, PowerBI, and Illustrator.
- Publication development/production, especially drafting text, the design of graphic elements and layout
- Public speaking – able to make presentations in Somali and English.
- Very good knowledge in using PowerBI, adobe illustrator and InDesign.
