Program Summary:

The USAID/Somalia Bar Ama Baro program works to increase access to quality education for a targeted number of out-of-school children and youth (ages 8-15) in specific regions of Somalia. The Program will work to increase student enrollment in alternative education program sites, improve their safety, monitor acquisition of literacy, numeracy, and socio-emotional skills among the learners who enroll in them, and enhance the Federal Government of Somalia’s capacity to regulate them.

Position Summary:

Under the supervision of the Deputy Chief of Party (DCoP) Implementation and Operation, the Grants Manager will lead the grants function of the project, will play a leadership role, provide grants support to the BAB team, and ensure full compliance with USAID and Creative policies, regulations and provisions. The Grants Manager will be also responsible to lead development of RFAs, Program Descriptions, facilitate technical review committee on grants and budget issues. The Grants Manager will also lead in the pre-award reviews and assessments and provide guidance as necessary. The incumbent with support from grants officer will work in coordination with finance team and Home Office (HO) grants team. Grants Manager is also responsible for the overall management of grants function and will work closely with the grantees and program implementation team.

Primary Responsibilities:

  • Oversee the entire grant process and ensure the process is compliant with approved Grant Manual (GM), organization level policies, and client’s requirements.
  • Lead the grants planning process that includes, but not limited to developing program descriptions, RFA package, initiate the solicitation planning and drafting process along with the relevant technical team members, finalize and issuance of the solicitation.
  • Initial screening of submitted applications in response to the solicitation to ensure applications meet the criteria set in the solicitation prior applications go to the detailed review by the Evaluation and Selection Committee members.
  • Ensure the submitted applications and budgets are in full compliance with the Grant Manual (GM) and client’s requirements.
  • Kick of the evaluation and selection meeting and facilitate the process and ensure all evaluation scoring sheets/results are uploaded in online grants portal (SMART).
  • Facilitate the negotiation process with the grantees at the pre-award processes.
  • Complete the grant packages for the selected applications for funding opportunity (the grant package includes the following documents CIDs, RRA/FAA entity eligibility checklist conducted along with the finance team as applicable, draft grant agreement, include final application and budget in the grant package, any other document as per requirements of the client).
  • Oversee the grant implementation process that includes desk review of grantees submitted documents (grantees financial/milestone reports, site visits reports, conducting physical field visit to project/grant implementation sites with or without monitoring team as applicable) and coordinate communication between technical/finance team and grantees (as applicable).
  • Maintain all required documents in SMART for auditing purpose.
  • Obtain SMART training and deliver it to the relevant field staff and grantees.
  • Perform as SMART administrator at the field office and provide assistance to field office staff on SMART.
  • Coordinate with HQ on the technical issues of SMART that needs to be taken care at HQ and those technical issues are beyond Grant Manager authority (user role in system) and
  • Any other tasks assigned by supervisor.

Reporting & Supervision:

The Grants Manager will report to the Finance Director.

Skills and Qualifications

  • Bachelor’s degree in management, financial analysis or accounting desirable; Master’s degree preferred.
  • At least six (6) years’ experiences with sub-grants management, preferably in East Africa; minimum of three years working with donor-funded projects most preferably contract.
  • Solid understanding of USAID regulations and procedures pertaining to grants management, and ability to interpret and explain USAID regulations.
  • Previous Experience for Dynamics system is highly preferred.
  • Demonstrated ability to perform complex tasks and to prioritize multiple projects.
  • Ability to analyze cost proposals and prepare reports and recommendations on whether or not applicants should be funded.
  • Ability to analyze budget line items for compliance with budget guidelines.
  • Proven records maintenance and database management skills.
  • Understanding of cost-share and/or leveraging preferred.
  • Must be professionally fluent in written and spoken English and Somali languages.
  • Must have a valid Somali passport, or at least valid Somali national ID card and work permit to facilitate living and working in Somalia and travel throughout the BAB program intervention regions and districts.
  • Must be willing to travel to the project target locations/ remote areas.
