SRCS (Bisha Cas) is seeking a qualified candidate for the following position;

Overall Job Purpose

The SRCS with technical and financial support from the German Red Cross (GRC) is implementing a Forecast based Financing (FbF) project focused on anticipating hazards and taking early/anticipatory actions. Utilizing weather forecasts and other metrics, the project aims to mitigate the impacts of forecast hazards on vulnerable target populations through the implementation of pre-agreed and pre-financed early/anticipatory actions. The Project Manager FbF with support from the FbF Technical Advisor and DRM Director will ensure the development of Early Action Protocols (EAPs) and undertake Project Cycle Management (i.e planning, implementation, monitoring, reporting, budget control etc.). He/She will provide oversight and technical support on all programme activities implemented. In doing so, he must adhere to SRCS and partner standards, policies and regulations and will assure the highest standards of service and accountability.

Essential Duties & Responsibilities

  • Support the planning, designing, budgeting of project activities and being directly responsible for the overall implementation and management of the project.
  • Coordinate and work closely with the DRM Director and the GRC FbF Delegate to develop, implement, and monitor project activities.
  • Monitor and supervise technical interventions to ensure implementation according to agreed standards and within the budget.
  • Act as a SRCS focal point for overall Forecast based Financing coordination: initiate, nurture and sustain coordination and collaboration with key stakeholders (including Government ministries and departments, UN agencies, I/NGOs, academia, and others
  • Coordinate and work closely with the DRM Director and FbF Technical advisor to develop Early Action Protocols (EAPs)
  • Work with the scientific and humanitarian community to identify context and hazard specific early actions that can be implemented before any disaster; based on the forecasts.
  • Work with relevant actors at relevant levels in implementing forecast-based actions to prevent and/or reduce loss of damage due to disasters.
  • Develop annual operational plan and budget and implement the plan as agreed with the partner.
  • Represent SRCS and the project in external meetings and workshops.
  • Effectively participate in coordination meetings, clusters and working groups
  • In close liaison with the DRM Director, organize and facilitate trainings, workshops, and meetings at national and sub-national levels.

Operations Management

  • Ensure proper management finances allocated to programmes activities, support budget development and implementation, approve requisitions, review financial/audit reports in line with financial policy.
  • Participate in the recruitment and selection, performance management, including capacity development and team building of programme staff in collaboration with the HR department.
  • Ensure effective and efficient provision of procurement, logistics and ICT support necessary to facilitate the implementation of programme activities.

Strategic Partnerships & Donor Relationships

  • Develop and enhance relationships with strategic partners, donors, local authorities, and humanitarian actors to maximize support for humanitarian response.
  • Identify issues to be addressed to heighten donor and government support and maintain a positive image and good visibility for program funding.
  • Provide support to resource mobilization efforts as well as writing grant funding proposals to secure donor funding and ensure continuous implementation of humanitarian assistance.
  • Represent SRCS in relevant national conferences, seminars, workshops, and meetings to conduct periodic review of program activities.
  • Perform other related duties as assigned by the SRSC Senior Management

Skills and Qualifications

Qualifications

  • Degree in Disaster Risk Management, Environmental Sciences or Meteorology,
  • An advanced degree will be an added advantage

Required Job Experience and Competencies

  • Minimum of 3 years’ experience in relevant field with thematic focus on Disaster Risk Management (DRM), Early Warning Early Action or climate change adaptation.
  • Demonstrating consistency in upholding integrity and ethics
  • Demonstrated knowledge and commitment to the fundamental principles of the Red Cross and Red Crescent Movement.
  • Understands and adheres to the SRCS Code of Conduct.
  • Respects and observes staff regulations and security rules at all times.
  • Represents the SRCS in a professional manner at all times.
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the SRCS.
  • Consistently approaches work with energy and positive attitude
  • Respond positively to critical feedback and differing points of views
  • Effective communications and interpersonal skills.
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

We offer:

SRCS offers a contract of one year, renewable depending on both funding and performance.

Salary and Benefits are according to SRCS terms of employment for national staff.
