BACKGROUND AND PURPOSE
Oxfam is a global movement of people working together to end the injustice of poverty. Together we save, protect, and rebuild lives. And we won’t stop until every person on the planet can defeat poverty or any type of inequality or discrimination. We are an international confederation of 19 organizations (affiliates) working together with partners and local communities in the areas of humanitarian, development, and campaigning, in more than 90 countries. All our work is led by three core values: Empowerment, Accountability, Inclusiveness.
Human-induced climate change is causing dangerous and widespread disruption in nature and affecting the lives of billions of people around the world, despite efforts to reduce the risks. People and ecosystems least able to cope are being hardest hit, said scientists in the latest Intergovernmental Panel on Climate Change report (IPCC sixth assessment Report, 28 February 2022). Climate change is hitting the poorest people on the planet the hardest. Africa, despite its low contribution to greenhouse gas emissions, is exceptionally vulnerable to climate change compared with many other regions. Almost half of the population in sub-Saharan Africa live below the poverty line and depend on climate sensitive activities, such as rain-fed agriculture, herding and fishing, for their livelihoods.
In 2020, approximately 98 million people suffered from acute food insecurity and needed humanitarian assistance in Africa, almost a 40% increase from 2019. Approximately 12% of all new displacements worldwide occurred in the East and Horn of Africa regions, with over 1.2 million new disaster related displacements.
As Oxfam we have defined big ambitions for a just and sustainable world in our global strategic framework 2020-2030, including fighting climate change and aiming for climate justice. The ambitions for climate justice as defined in the Oxfam global strategic framework focus on having governments and corporations stopping destructive practices and instead invest in sustainable solutions. In addition, we have the ambition to have the voices of feminist organizations, youth, and indigenous peoples amplified in climate negotiations, and have them lead the transition towards greener and fairer economic solutions.
Even though climate justice is a new ambition in the global strategic framework, a solid number of African country programmes has worked on climate justice for multiple years and have built a substantial track record.
Specifically, Oxfam/Somalia/Somaliland is implementing a programme in Somalia with the goal of amplifying and supporting voices of the most vulnerable groups and their capacity within the context of the climate emergency.
In April 2022 Oxfam Somalia/Somaliland Conducted stakeholder mapping for the African activist for Climate justice, the overall objective of the study was to identify actors that are currently working Climate change in ( south central , puntland and Somaliland ) and strengthen their Role and capacity to assume greater participation and decision making spaces and stronger leadership .The study assessed organizational capacity, advocacy and participation ,power and influence ,and networking and coordination of partners.
OBJECTIVE AND ASSIGNMENT
The objective of the Assignment is to support Oxfam AACJ partners in developing Advocacy and Influencing Strategy and providing training to partners in Achieving their Climate advocacy strategy to leverage on available networks.
The Scope of the work
- Review partners advocacy initiatives and identify potential area of focus and their priorities.
- Organize Two-to-Three-days’ workshop and bring together partners, all relevant partners to plan together for the advocacy strategy, outlining clear goals and targets, potential allies, key messages effective approaches, actions, and tools (the project team will support in identifying key stakeholders)
- Identify communication channels and effective tools for the advocacy strategy.
- Produce a report on the current structure of the communications & advocacy department (SWOT analysis) and provide recommendations on potential structure and focus over the coming four years.
- Provide recommendation on potential structure and focus on advocacy strategy and advice on potential opportunities.
Key deliverables
We estimate approximately 20 days’ work to produce a study in English language of between 30 and 50 pages covering the following.
- Inception report: outlining details activity with proposed methodology, and timeline, including the outline of advocacy strategy and plan.
- Schedule Of the workshop and the session plan.
- First draft of the Advocacy Strategy and Implementation Plan, submitted after conducting a comprehensive desk review and gathering data.
- Final draft of the Advocacy Strategy and Implementation Plan.
- Final presentation, by presenting the document to selected AACJ partners including consortium partners.
Methodology:
The methodology will be proposed by the consultant through the expression of interest, and this will be further refined and submitted with the inception report. However, we expect that the consultant will use participatory and interactive methods and approaches. Consultant will work closely with the project team, key stakeholders, providing documentation, organizing, and facilitating consultative meetings. Oxfam Somalia will meet the logistical costs associated with organizing and conducting of the consultative meetings as part of this initiative.
Timelines
The consultant shall deliver the following within 20 consultancy days between January 15 – February 10, 2023
Skills and Qualifications
Required profile for lead researcher
Essential
- Master’s Degree political science, social sciences, law, Environmental Science, climate change adaption, international cooperation, etc.in or relevant disciplines.
- A 10-year Extensive experience in social research including designing and conducting formal and academic research, data collection (including through key informant interviews and focus groups) and analysis.
- Good knowledge of civil society in Somalia, Somaliland, and the local context
- Excellent report writing skills.
- Extensive work experience and proven record in advocacy, policy, campaign, strategic management.
Desirable:
- Knowledge of advocacy on aid systems, gender, and localization agenda
- Familiarity with work of non-profit organizations.
- Interest in qualitative and quantitative results measurement
- Experience in using technology for research
- Knowledge on climate justice
- Based on Somalia or Somaliland

The submitted proposal should include the following to be considered, any incomplete package will not be considered in the evaluation
1-Updated CV with copy of related certificates
2-Detailed narrative proposal explaining the methodology and the ways of working to complete the assignment
3-Detailed workplan showing the steps and timeline of the assignment
4-Detailed budget showing the daily rate, number of days and taxes, note that in Somalia the tax rate is 6% tax for National consultant and 12 % tax for international consultants and this will be covered by the consultant
