Nutrition Survey Coordinator (Roving)

Organisational context:
UNHCR is seeking an experienced nutrition consultant to conduct a Nutrition Survey following the UNHCR Standardized Expanded Nutrition Survey Guidelines (SENS version 3, 2019) for Refugee Populations in refugee villages in Djibouti.
The UNHCR SENS (http://sens.unhcr.org/) is an assessment using guidelines which includes standardized methods for collecting, analyzing and presenting individual and household-based data among refugee population on demography, nutrition, health, IYCF practices, food security, WASH, mosquito net coverage and utilization, COVID-19 vaccination coverage, whilst maintaining quality standards for the measurement of all related indicators.
Methodolgy:
The survey will be developed using the SMART methodology https://smartmethodology.org/ and UNHCR Standardized Expanded Nutrition Survey (SENS) guidelines for refugee populations (Version 3, 2019) http://sens.unhcr.org/. Anthropometric indicators will be generated using ENA or Epi/ENA software. Survey protocol and methodology should be reviewed and validated by UNHCR Senior Regional Nutrition and Food Security Officer based in UNHCR Regional Bureau in Nairobi.
Objectives:
The Consultant will lead and oversee the UNHCR SENS survey process start from planning, training, implementation of data collection, data quality checks, data analysis, report writing and presentation of findings.
S/he will produce updated Demographic, Anthropometry, Health, Anaemia, IYCF, Food Security, WASH, mosquito net coverage, and COVID-19 vaccination coverage indicators as per the following objectives:
a. Primary objectives:
To determine the demographic profile of the population.
To determine the age dependency ratio.
To measure the prevalence of acute malnutrition in children aged 6-59.
To measure the prevalence of stunting in children aged 6-59 months.
To determine the coverage of measles vaccination among children aged 9-59 months (or context-specific target group).
To determine the coverage of vitamin A supplementation in the last 6 months among children aged 6-59 months.
To determine the two-week period prevalence of diarrhoea among children aged 6-59 months
To measure the prevalence of anaemia in children aged 6-59 months and in women of reproductive age between 15-49 years (non-pregnant).
To investigate IYCF practices among children aged 0-23 months.
To determine the population’s overall ability to meet their food needs with assistance.
To determine the extent to which negative coping strategies are used by households
To assess household food consumption (quantity and quality).
To determine the ownership of mosquito nets (all types and LLINs) in households.
To determine the utilization of mosquito nets (all types and LLINs) by the total population, children 0-59 months and pregnant women.
To determine the population’s access to, and use of, water, sanitation, and hygiene facilities.
To determine the population’s access to soap.
To establish recommendations on actions to be taken to address the situation in the three refugee camps.
b. Secondary objectives:
To determine the enrolment into the targeted supplementary feeding (TSFP) and therapeutic (OTP/SC) nutrition programmes for children aged 6-59 months
To determine the coverage of the blanket supplementary feeding programme.
To determine the coverage of de-worming (soil-transmitted helminth control) with mebendazole and/or albendazole in the last six months among children aged 12-59 months.
To determine the coverage of the blanket supplementary feeding programme (BSFP) for pregnant women and lactating women.
To determine enrolment into Antenatal Care clinic and coverage of iron-folic acid supplementation in pregnant women.
To determine the proportion of households in each of the targeting categories.
To determine the population’s access to and use of cooking fuel.
To determine the household coverage of indoor residual spraying in the past 6 months/12 months.
To determine the use of oral rehydration salt (ORS) and/or zinc during diarrhoea episodes in children aged 6-59 months
To determine the prevalence of MUAC malnutrition in women of reproductive age 15-49 years.
To determine the coverage of COVID-19 vaccination among refugee population.
Note: in addition to the above-mentioned objectives, the SENS consultant is expected to actively involve, train, and build the capacity of UNHCR/partners in Djibouti (theoretically and practically at field level).
c. Deliverables:
Reviewed and finalized survey protocol including the timeline.
Ensure updated survey tool, well trained and equipped enumerators, and dataset of collected information.
A preliminary SENS report and a final SENS report complying to UNHCR SENS standards is to be finalized/submitted within the period of consultancy.
A presentation of the preliminary / final SENS findings is made to all partners involved to discuss the recommendations.
A final SENS report complying to UNHCR SENS standards, including recommendations on actions to address the situation is to be submitted at the end of the Consultancy. Results of the anthropometric standardization test and the SMART plausibility checks should be presented in the Annexes of the final SENS report. The report must conform with the SENS Quality Checklist [Tool 25- SENS Quality Checklist]).
Standardized tables as presented in the UNHCR SENS Guidelines for refugee populations (version 3, 2019 http://sens.unhcr.org/) and should be used for presentation of the results.
The findings and major recommendations are to be presented to partners at the field level (oral presentation and PowerPoint slides).
The final cleaned version of the data sets used to calculate the survey results is to be sent to the UNHCR country office and nutrition and food security unit at Regional Bureau.
The results for the key indicators of the SENS must be entered into the UNHCR SENS global indicators online form (the consultant to seek technical guidance from UNHCR senior regional nutrition and food security officer).
d. Reporting and Validation Process:
The consultant will report on regular basis to the UNHCR Nutrition and Food Security / Public Health officer / program officer who will have the overall responsibility of the survey.
All finalized SENS survey documentation including survey protocol, questionnaire, preliminary report, and the final report should be reviewed and validated by UNHCR regional senior nutrition and food security officer prior to dissemination. The final dataset reviewed and used for final analysis should be sent to UNHCR RB for storage in the Global SENS Database.
e. Time Frame:
The consultancy will last for approximately 2 months, starting from February 1st to March 31st, 2023.
Skills and Qualifications
Essential minimum qualifications and professional experience required.
The candidate should:
6 years relevant experience with bachelor’s degree; or 5 years relevant experience with Master degree; or 4 years relevant experience with Doctorate degree in nutrition or other related field with a specific competency in humanitarian emergencies.
Have significant experience in undertaking nutrition surveys (design and methodologies, staff recruitment and training, sample size calculation, sampling, field supervision and data analysis/write up).
Be familiar with the SMART survey methodology and ENA for SMART, Epi Info software.
Be familiar with analysing nutrition surveys with multiple indicators, beyond the basic anthropometric (SMART) indicators.
Be fluent in English with excellent writing and presentation skills.
Prior experience with conducting UNHCR SENS surveys in refugee contexts is required.
Prior experience with conducting surveys using Open Data Kit Collect application and mobile technology is required.
Location:
The successful candidate will be roving within the Country Operational Areas of UNHCR Djibouti including Refugee and Asylum Seekers villages in Djibouti.
