Financial Auditor (4 Positions) – Mogadishu, Somalia

Background

The Office of the Auditor General of the Federal Republic of Somalia (OAGS) is responsible to audit all the federal public institutions, ministries, departments, and agencies (MDAs) and enterprises in which the federal government has controlling interests. The purpose of the financial auditor role is to audit and report on accounts of departments and offices of the federal government ensuring that these organizations comply with applicable laws and regulations and use public funds efficiently and effectively. In addition, the financial auditor will be responsible for auditing accounts of public authorities and bodies administering public funds, and auditing capital projects, grants, contracts, assets of the state and debt. The financial auditor will also be responsible for preparing detailed reports on the findings of the audits and making recommendations for corrective action.

Roles and responsibilities

  • Conducting thorough audits of ministries, agencies and department MDAs.
  • Reviewing financial statements and analyzing budgets and expenditures.
  • Identifying areas for improvement and making recommendations for corrective action.
  • Preparing detailed reports on the findings of the audit.
  • Ensuring compliance with applicable laws and regulations.

Required qualifications

  • A bachelor’s degree in finance, accounting, commerce, or a related field.
  • CPA/ACCA certification and an active license to work as an accountant.

Experience and requirements

  • 3-5 years’ experience as an auditor, with a working knowledge of different accounting software.
  • 3+years’ experience in leading audit teams.

Knowledge & Skills

Knowledge:

  • Financial and compliance audit principles & standards.
  • IFRS, IPSAS, local accounting framework requirements and/or public sector accounting framework requirements.
  • Local public financial management legislative and regulatory framework requirements.
  • Local legislative and regulatory framework governing the specific industry of the auditee.
  • Information systems, computerized information systems and computer-assisted audit techniques.

Skills:

  • Basic English language proficiency.
  • Audit scope development.
  • Information and data gathering.
  • Diagnostic techniques.
  • Audit reporting.
  • Audit follow up.
  • Documentation management.
  • Audit planning and procedure.

  • Project management skills.

Language requirement: the official working language is Somali, English and Arabic are preferable.
