- Background
The Government of Somaliland has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.
The Ministry of Energy and Minerals (the Ministry) has established a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination, and implementation of the Somali Electricity Sector Recovery Project.
The project comprises of the following four components: (i) Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centers of Hargeisa; (ii) Hybridization and battery storage systems for mini grids; (iii) Stand-alone solar off-grid access to public institutions (Health and Education); (iv) Institutional Development and Capacity Building.
The Ministry of Energy and Minerals (MoEM) therefore intends to apply part of the proceeds of the SESRP Project to hire a consultant to work as an Energy Officer based at the Ministry of Health for the World Bank – financed Electricity Sector Recovery Project.
- Scope of Work and Responsibilities:
The scope of work for the assignment includes but is not limited to the following tasks:
The Energy Officer is expected to work with the Ministry of Health (MoH), the MOEM and the PIU; and will be responsible to (i) Provide technical support and guidance to the MoH in the implementation of SPV -BESS systems, (ii) Lead in the design and implementation of the electrification of health facilities under the SESRP project, (iii) Work as a liaison officer ensuring coordination between the MoH, the MOEM, and the PIU in the electrification of health institutions; (iv) Manage and work closely with the consultant developing preliminary technical designs and sizing of the SPVs for health facilities, (v) Support the MoH in the monitoring and analysis of the Solar Photovoltaic and Energy Storage Solutions in the selected health facilities, (vi) Ensure a safe workplace environment is always maintained without risk to the health and safety of everyone including workers, project staff, other stakeholders, and the public, and (vii) Provide specialized technical trainings, if required, to the ministries of Health and Energy, and PIU personnel as well as other stakeholders involved in the project.

- Selection Criteria:
Selection shall be based on the qualifications and experience of the candidate and followed by an interview. The minimum qualification, experience, and skills should include:
Bachelor’s Degree in Energy, Electrical and Electronics Engineering, Power Engineering or Renewable Energy.
Advanced/Master’s Degree is an added advantage;
Minimum of six (6) years of relevant working experience in renewable energy with strong experience in Solar Energy;
Knowledge of implementing solar PV installations, including grid-connected, off-grid, and hybrid installations with and without battery storage;
Experience in the design, and management of development projects, in particular working with schools and local communities; Experience working with the government, international development partners such as the World Bank, AfDB, etc. and NGOs, experience in the energy sector of Somaliland/Similar regional countries will be an added advantage; and Experience in World Bank Environmental and Social Safeguards, Health and Safety risk assessments, inspections, incident investigation and reporting, and training facilitation is an asset
- Duration:
The duration for the assignment is initially for one (1) year period with an extension based on project duration and the completion of a satisfactory 6-month probation period.
- The Ministry of Energy and Minerals now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) indicating that they are qualified to perform the services.
- The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
