As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti. Action Against Hunger-USA has over $100 million in programs, and approximately 1,800 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.
- Job Summary
To provide oversight for all program’s planning, evaluation, knowledge management and monitoring. The monitoring Specialist develops and oversees monitoring systems to track success of program implementation, identifies performance indicators, develops quality assurance strategies and trains program employees. Improve data systems – collection, storage, use – to increase effectiveness and scalability of M&E systems, conduct and oversee analysis of data from day-to-day M&E activities. Additionally, the monitoring Coordinator prepares high-quality reports for internal and external audiences.
Purpose:
The MEAL Coordinator will develop the Monitoring and Evaluation system/framework, oversee its implementation and analyze the metrics for Action Against Hunger Somalia projects to assess the impact and quality in support of project design, implementation and reporting. The projects need to align to the Core Humanitarian standards as well as Action Against Hunger internal rules and regulations. In addition, the role will oversee the implementation of accountability and feedback systems in addition to developing required tools for use in specific projects based on established M&E framework.
Engagement:
Collaborate with the MEAL team members on feasible weekly, monthly and quarterly work plans, Coordinate with M&E Advisor and Program Director to create and standardize quantitative and qualitative monitoring tools to monitor key processes, outputs, and outcome indicators related to each sector of intervention. Externally, the position will support MEAL activities for Action Against Hunger led consortiums
Delivery:
The MEAL Coordinator will oversee data collection and analysis for baseline, endline and routine/post-distribution monitoring activities and facilitate timely and quality reporting to internal and external stakeholders.
- Essential Job Duties
1. Development of data collection tools, methodologies and systems (25%)
- Review and design appropriate information collection tools and methodologies including ToRs, questionnaires, data entry tools, coding and upload in online platforms
- Develop appropriate project MEAL tools and methodologies, identifying priorities for project MEAL and follow up on the timelines.
- Ensure that all the designed tools, methodologies and other MEAL activities are in line with Action Against Hunger policies, cluster’s guidelines and other humanitarian standards such as CHS and Sphere etc.
- Cross check the accuracy of data entry with the field MEAL officers and help them in data cleaning.
2. Quantitative & qualitative surveys (25%)
- Take the lead on conducting requisite evaluations, Post Distribution Monitoring (PDMs), beneficiary Satisfaction Surveys, Post Implementation Monitoring and other related household, FGD, KII qualitative and quantitative assessments in all relevant project locations as per agreement project MEAL plan
- Provide leadership and guidance in survey and assessment process, ensuring the full participation of all parties from planning through data collection to reporting and drawing of conclusions and recommendations.
- Organize a ‘lessons learnt’ assessment and ‘recommendations development’ workshop/meetings following each assessment documenting key areas for improvement / amendment at the next assessment, ensure findings are used to improve the process of the next survey and create recommendations for program
3. Management & Support (25%)
- Contribute in developing, updating, upgrading country MEAL strategy, developing structure, process and procedures for the effective and efficient MEAL of the ACF’s ongoing programs.
- Participate in regular project review exercises and technical working group meetings.
- Provide information as required to the respective technical clusters and donors in relation to humanitarian data and be proactive in alerting ACF and partners to any humanitarian data, which is of concern.
- Provide input to donor proposals and reports as required and ensure that data is correctly presented in such documents and accurately reflects the situation on the ground.
- Conduct capacity building trainings (where needed) for ACF and implementing partners
4. Learning and project quality (25%)
- Support in the development and operationalization of a consortium knowledge management and learning strategy
- Support consortium MEAL and programme teams to better document and integrate knowledge and learning in their daily activities through support in the development of appropriate tools, guidance notes and of work, education and integration towards a sustainable future.
- Organize and facilitate internal and external learning events and participate in the development of review and closure meetings.

- While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with interruptions.

- Working Conditions, Travel and Environment
- The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the missions, mission security, or other obligations.
- Must be able to travel as required for standard domestic and international business travel as well as to the missions if appropriate. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

Skills and Qualifications
- Bachelor’s degree in quantitative discipline (preferably in Social Science, Economics, or Statistics)
- Experience in designing tools and strategies for data collection, analysis and production of reports
- Required Skills & Experience
- At least 3 years of professional experience in the field of Monitoring and Evaluation
- Knowledge of major quantitative & qualitative monitoring methodologies and proven ability to design monitoring instrumentation tools
- Extensive knowledge in (quasi-) experimental program evaluation designs
- Broad experience in the design and implementation of capacity building activities in M&E
- High level of proficiency in Windows Excel and/ or Statistical Software (SPSS, STATA, Epi Info, ODK)
- Advanced skills in data analysis presentation and report writing
- Excellent analytical skills combined with a proactive, energetic approach to problem solving
- Excellent management, communication (oral presentation and written) and organizational skills; flexibility and ability to multi-task.
- Professional proficiency in spoken and written English is required.
- Previous experience in Somalia desirable.
