The Government of the Federal Republic of Somalia has received financing from the World Bank to implement the Somali electricity Sector Recovery Project “SESRP”. The Project Development Objective is to increase access to lower cost and cleaner electricity supply in the project areas and to reestablish the electricity supply industry.

The Consulting Services (the Services) include identification of key gender issues, risks, constraints, and opportunities associated with the energy sector considering access and control over energy and services among men and women, examining the differential impact of country development policies on women and men, filling the data gaps on gender and energy in Somalia, and identifying different needs and priorities of men and women on energy. The gender assessment will be a key input to developing a country gender strategy, gender action plan, and gender capacity building plan, that will inform the design of gender related policies and frameworks in the energy sector. In addition, the final document will be incorporated to social, economic, political, and cultural dimensions of the country.

The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR) and expected to be carried out in six (6) months from commencement.

Skills and Qualifications

The Ministry of Energy and Water Resources now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).  The short-listing criteria are as follows:

  1. Core business of the firm and at least 10 years in undertaking consultancy services in gender diagnostic assessments.
  2. Specific experience of conducting gender assessments and gender mainstreaming in projects and programs, especially in rural energy sector context with at least three (3) similar successfully implemented contracts within the last six (6) years. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
  3. Experience of relevant services with government institutions and international organizations supporting gender developments in an environment similar to that of Somalia; and
  4. The technical and managerial organization of the firm (Provide only the structure of the organization. Do not provide CV of staff). Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Based Selection (CQS) method set out in the World Bank’s Procurement Regulations.
