TOR for

CONSULTANCY ARCHITECT FIRM FOR DEVELOPING DETAILED TECHNICAL DRAWINGS & BILL OF QUANTITIES FOR BADHAN MARKET IN SANAAG REGION IN PUNTLAND

Introduction:-

Islamic Relief Worldwide is implementing Livelihood and Water Sources Enhancement in Sanag Region project. The project aims to contribute community resilience through the construction of market in Badhan district, strengthening social cohesion and empowering local economy through the construction of a standard market in Badhan.

Badhan town has no standard market center. Currently, the market exchange takes place in the open-air field. The majority of the open-air traders are women and youth selling vegetables, meat, fish and other non-food items. They operate their business from traditional temporary shed structures.

Islamic Relief Worldwide-Somalia is planning to construct modern Market center/shed with solar power for lighting, cold room and stalls and WASH facilities (2 Segregated Toilets, water tank storage, pipeline installation as well as suitable drainage to manage the liquid waste), this market will accommodate 600 microbusinesses where each one will get 2m x 2m.

Therefore, Islamic Relief Worldwide-Somalia is looking for a qualified consultant Architect for developing detailed technical drawings & bill of quantities for construction of meat and vegetable market in Badhan district. Qualified architects firms are invited to apply.

  1. Scope of the work and duration:

The consultant Architect shall perform the following tasks:

  • Site/ Master plan:
  • The consultant will prepare a site plan including spatial orientation of the construction site and necessary utilities.
  • The consultant will determine the space needed for the structure in view of the current users and capacity evolution in the coming years and the budget.
    • Site survey:
  • The consultant will visit the proposed sites and conduct reconnaissance surveys as well as the assessment of existing conditions and determine all topographical features as may be required for the purpose of designing the site plan.
    • Designs of the structures:
  • The Architect firm should prepare high quality design for the market with complete infrastructure.
  • The Architect firm should also identify the appropriate water sources and design how the water supply should be channeled to the market structure including an elevated water tank within the site (appropriate size) and water distribution within the structure; with adequate number of water taps distributed for drawing water for various uses.
    • Drawings for the structures:
  • The designs and drawings should be made to scales suitable so that they are easily readable at site or workshop. The drawings should preferably be made to the scale of 1:100 and for showing details to 1:20 / 1:10 where necessary.
  • The structure shall have, where deemed necessary, separate drawings in cross section, elevation and plan.
  • Adequate number of copies of drawings should be produced to properly represent all the necessary details, views, etc.

  1. Bills of Quantities (BoQ) and cost estimates
  • The BoQ should clearly cover all items of work and follow Standard Method of Measurement. They should be as exhaustive as possible to avoid variations that may arise during execution and therefore the undesired disputes and claims.
  • The BoQ should clearly emphasized estimated amount for the market shed infrastructures.
  1. Deliverable outputs and full duration of assignment
    • The Consultant shall submit and present the followings reports to Islamic Relief Worldwide – Somalia for review and approval:
  1. Inception report 6 days after signing of contract and site visit.
  2. Draft Report, 7 days from submission of inception report, which includes:-
  • Design and drawings with complete detail of the market infrastructure
  • Architectural drawings with complete details of BOQ and cost estimates for structure
    1. Final Report, after 7 days after submission of the draft report, which includes:-
  • Site plan with all complete details, drawings of the market structure and development works
  • Architectural drawings with complete details
  • Structural drawings with complete details
  • Drawings for Services (Plumbing, Sanitation and Electrical/solar system works)
  • BOQ and cost estimates for the structure.
  • Design and drawing of essential WASH facilities including (water tank, pipeline installation in the market, construction of 2 separate toilets with hand washing facilities, etc.).
  • All reports and documents should be submitted in 3 hard copies and soft copies emailed to the program manager and WASH & shelter Coordinator.
    • Duration of the assignment:

The assignment is planned to take for a total of 20 calendar days with breakdown as given under 4.1.

Skills and Qualifications

  1. Requirements
  • The consultant Architect or Architecture firm should have:
  • The consultant Architect company team should have expert’s engineers with Bachelor degree in Architecture, or Architectural studies.
  • Architecture firm, they should have a valid registration certificate from Puntland government
  • The Architect firm should have professional experience in developing technical drawings and BoQ.
  • Extensive practical experience in designing buildings in development contexts.
  • Technical drawings, Bill of Quantities for minimum 3 projects designed by consultancy Architecture firm or Architect to be submitted.
  • Good reporting and communication skills in English and Somali
  • Familiarity with the Somali context and working in difficult environments will be an asset
  • List of CAD software’s for architectural designing.

  1. Consultant Requirements:-

The consultant that meets the requirements should submit the following documents:-

  • A suitability statement, including a commitment to be available for the entire assignment.
  • A brief statement on the understanding of the terms of reference proposed survey methodology and approach and a detailed work plan.
  • A detailed financial proposal, including daily rates.
  • Updated resume of key consultants that clearly spells out their roles, qualifications, experience and time allocation
  • At least 3 contracts that were awarded from the NGOs/INGOs for consultant purposes.
  • Registration certificate from the relevant ministries.
