M & E Officer – Somalia
Introduction
Centre for Research and Integrated Development (CeRID) is an independent, impartial, Non-Governmental, and Non-profit making development organisation founded in 2005. It is registered in Somalia and Kenya and has operational offices in Mogadishu, Districts in Jubbaland and Southwest Federal Member States of Somalia. CeRID has its headquarter office in Belet-Hawo town of Somalia, bordering Mandera Kenya from where it provides programme and operational support to all offices.
Centre for Research and Integrated Development’s (CeRID’s) 2021-2025 strategy builds on its existing expertise in fragile context, recovery programming practice, and resilience building through partnerships, and deepens and consolidates the gains made in the past. Throughout the timeframe of this strategy, CeRID plan to implement programmes in climate smart agriculture, recovery and resilience building, education and skills development, economic empowerment, and livelihood protection. Partnership building and stakeholder engagement is the major area of our focus through 2025.
Overall purpose of the role:
The M&E Officer will be responsible for managing all aspects of CeRID programmes including:
Strengthening CeRID Staff capacity and profile in the area of Documentation, Monitoring and Evaluation by providing Effective and efficient support;
Support consistent integration of HAP principles into the work of CeRID programme; Monthly Monitoring and Evaluation report for CeRID programs
Conducting all assessments, Evaluations both internal and external as well will act as focal person for cluster matters.
Responsibilities:
R1: Programme Monitoring and Evaluation
Tasks:
Ensure that the staff members are following the relevant protocols and the guiding manuals for project implementation processes and results to be achieved as noted in the project’s logical framework.
Promote accountability, communicate expectations and provide constructive feedback via regular performance review and goal setting.
In collaboration with the Program Manager, participates the develop CeRID programme monitoring and evaluation plan for all projects and ensure that the plan is followed during implementation.
Undertake periodic field visits to project sites and ensure that the activities are being implemented in accordance to the work plan and schedules.
Conduct continuous monitoring of activity plans to ensure they are on schedule and for those that are not on schedule, follow up with the Programme Coordinator and other concerned officers;
In consultation with the CeRID Program Manager– Somalia, coordinate programme data collection, entry and management in the field level.
Support evaluation activities in Somalia, including being the focal point for external evaluation of projects in Somalia
R2: Programme Documentation and Reporting
Tasks:
Ensure that periodic programme reports are timely submitted by field staff
Supports the compilation of periodic programme reports from field staff ensuring quality and compliance to the donor requirements and then submit to the Programme Coordinator for review and onward submission
Assist with the documentation and report of assessments, program data, lessons learned and best practices for dissemination throughout CeRID Somalia
Ensuring that CeRID Somalia programme is following and adhering to HAP guidelines;
Ensuring that All CeRID projects progress are reported into cluster on time and represent the organization into clusters’ meeting where possible.
R3: Integration of Humanitarian Accountability Partnership (HAP)
Will serve as the focal point for HAP implementation across the CeRID Somalia programme
In liaison with the Program Manager, develop CeRID Programme Humanitarian Accountability
Framework (HAF), that fits into the country’s HAF and addresses issues of implementing the HAF in the all programmes.
Experience and technical competencies:
Minimum 2 years’ experience in Monitoring and Evaluation techniques
Good reporting, presentations skills and ability to conduct and operate M&E
At least 5 years’ experience working with NGOs and/or other international agencies
Experience in capacity building and in facilitating trainings Good command of computer programs and applications
Stable and robust character and good team-player
Excellent communication skills, calm and a good sense of humour Proven commitment to accountability practices.
Education:
Minimum of Bachelor’s Degree in economic statistics, Social Sciences, Management, International Development, International Relations or another relevant subject
High degree of computer literacy
Languages:
Strong proficiency in English and fluent in written and spoken English Fluent in spoken and written Somali
