1. Background

Building on the experiences of the Water for Agro-Pastoralist Livelihoods Pilot Project (WALP) and Biyoole I implemented by government contributing to the National Development Plan, the Ministry of Planning, Investments and Economic Development is implementing the Somalia Water for Rural Resilience Project ‘Barwaaqo’ Project. The objective of the Barwaaqo project is to develop water, agriculture, and environmental services for rural communities in Somalia’s drylands and is a five-year project. The project is framed around four components: (1) Development of Agriculture and Livestock Services around Water Points, (2) Development of Agriculture and Livestock Services around Water Points, (3) Component 3: Development of Environmental Catchment Services in Project Areas, (4) Project Management, Community Development and Enhancing Livelihoods Planning.

Hirshabelle State of Somalia is establishing a core multi sectorial Project Implementation Unit (PIU) coordinated by the Ministry of Planning and implemented by the Ministries of Water, Livestock, Agriculture and Environment. The role of the PIU is to support the management, coordination, implementation and monitoring and evaluation of project activities. The PIU will be staffed with the following positions: – Project Coordinator, Finance Management Specialist, Procurement Specialist, Safeguards Specialist, M&E Specialist, Water Engineer, Environment Specialist, Agriculture Specialist and Livestock Specialists.

2. Scope of Work and Responsibilities 

Reporting to the Project Coordinator the livestock Development Specialist will be responsible for overall supporting animal health and animal production aimed at livelihoods development agro pastoral around water point and develop Hirshabelle livestock policies and guidelines. Thus, the Ministry is seeking a Somali National qualified to fill the livestock Specialist Consultant Position under Hirshabelle State Ministry of livestock. The consultant will work in close consultation and coordination with the Ministry, PCU at National level and PIU at state level and Coordinate and provide technical support for the planning, implementation and monitoring and evaluation of the livestock production and productivity related activities under Barwaaqo project also Provide technical advice to the Ministry on strengthening support to the livestock sector; including on; fodder production, management and, marketing strategy, livestock value chain development for selected commodities, veterinary service delivery systems, etc..

Skills and Qualifications

3. The proposed duration for the assignment is twelve (12) calendar months from the start date.
4. Selection Criteria

• Master’s degree in Veterinary Medicine, Animal Production, Agriculture Economics or related fields;
• Or Bachelor degree with at least relevant experience on:
• Minimum six 6 years’ experience on Livestock and related project management
• practical experiences on large scale Livestock Projects, food security interventions
• Practical experience on project management
• Experience on results framework and indictor-based reporting system
• Good analytical and report writing skills,
• Experience on result framework-based data collection analysis and reporting preferably on MIS based reporting systems will be an added value.
• Strong communication and facilitation skills and ability to establish good working relationships with colleagues and stakeholders in a sensitive environment.
• Demonstrated previous experience in working with World Bank funded projects,
• Work experience in Somalia, Particularly Hirshabelle state
• Strong conceptual and analytical skills and demonstrated organizational, management& supervisory skills;
• Willingness and ability to work in a team;
• Excellent interpersonal skills, strong verbal and written communication skills in English and Somali
• Sound knowledge of the concept of social mobilization, decentralization and sustainable development;
