BACKGROUND:
Lifeline-Gedo (LLG) is a Humanitarian, Non-profit and non-governmental organization dedicated to responding to humanitarian emergences through provision of life-saving support mechanisms in partnership with national and international role players, promoting peace and stability, advocate against all kinds of violence, initiate long term and short-term development projects. LLG prioritizes to identify the most appropriate targets for their projects where the poorest communities are suffering most.

2. ORGANIZATIONAL CONTEXT AND SCOPE
Under the guidance and supervision of the Program Director, the MEAL Officer will assist in the planning, implementation, monitoring and evaluation of all LLG program implemented in Jubaland state of Somalia. The MEAL Officer is responsible for maintaining an efficient and updated monitoring and evaluation system for LLG projects, while also working closely LLG’s M&E department for technical support. The M&E system includes related processes, mechanisms and forms required to measure project progress and impact, and to inspect projects in the field for verification and updating purposes.
3. RESPONSIBILITIES AND ACCOUNTABILITIES
Main duties &
Responsibilities:
Objective 1: Support various assessments and surveys.
· Ensure baseline and end line assessments are conducted according to the indicators in the logical framework.
· Ensure that data collection tools and methods are adapted to the various project contexts.
· Prepare appropriate forms, formats and databases for data storage and analysis.
· Ensure accurate and timely collection of program data from the field.
· Participate in planed surveys, either internally or externally (through consultants) to promote own capacity building and enhance the quality of the survey reports generated.
· Provide quality assurance, including data verification, on all reports and information produced by the project by editing and consolidating all reports.
· Support to ensure program activities are progressing towards the agreed work plan and provide regular, timely feedback to the Field Coordinator and Program Director – as appropriate and requested.
· Accompany data collection teams to the field, support team members and ensure they are working in line with assigned data collection approaches and tools.
· Conduct data checks and cleaning, with technical guide from the partners M&E department.
· Implement agreed data quality measures, to ensure high data quality standards are met.
· Coordinate M&E-related. Field activities with Lifeline Gedo partners in Jubaland regions and throughout Somalia.
· Undertake PDM surveys.
· Conduct monitoring visit in the project locations.
· Undertake need assessments, registration, verifications for the emergency program.
Objective 2: Monitoring for accountability
· Participate actively in the implementation of M&E processes by providing technical support and checking quality.
· Use the M&E system to assess program service delivery to maintain quality, as per agreed design, standards, and protocols.
· Participate in developing an M&E Plan, M&E work plan and indicator tracking matrix, in line with the project’s thematic standards and practice.
· Support program staff to implement and respond to accountability mechanisms including but not limited to the Complaints Response Mechanism (CRM).
· Assist in the development of management systems and practices that integrate planning, monitoring, evaluation and learning of and from all activities.
· Adhere fully to LLG’s security procedures and guidelines.
· Support the development of indicators and country Results Frameworks, working closely with the Program teams.
· Serve as CRM focal point in Jubaland State
· Carried out CRM sensitization, Mobilization, and conduct stakeholders/staff training on CRM.
Objective 3: Case study documentation & Learning
· Support teams to document lessons learnt, including the production of field stories and case studies, and human interest/ success stories, over time.
· Support the Field Coordinator to prepare, compile and analyze all quantitative and qualitative data and information, ready to inform for the drafting of monthly, quarterly, semi-annual, and annual progress reports in a timely manner, in the required format and degree of quality.
· Ensure adherence to the CHS benchmarks. Support teams to apply the same.
Objective:4 Reporting
· Develop monitoring plans and conduct field visits for progress and process monitoring.
· Feed emerging M&E findings into ongoing program reviews and adaptations, to strengthen the whole program.
· Facilitate training of field teams and partners on data collection tools and methodologies and actively support on the same over time.
· Support the development of Terms of Reference (ToR) for programme planning, assessments, and evaluations as necessary.
· Support Programme Director to develop Lifeline Gedo in country Monitoring and Evaluation strategy.
· Work with and support external consultants that are engaged to help plan, design and evaluate programmes.
· Organize and maintain efficient M&E files, including scanned forms and other required supporting documentation.
· Actively participate in meetings and learning events by providing context and programme updates relevant to all programme activities in Jubaland State, to help generate knowledge, facilitate lesson learning, lesson dissemination to others and programme adaptations.
· work with the field teams to ensure that program indicators are tracked through regular field visits.
· Review all reports to ensure that data provided is reliable and accurate and that target indicators are met, and explanations provided where indicators are not met;
· Report monthly, quarterly, half-yearly and annual progress on all project activities to the Field Coordinator.
· Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project.
· Provide inputs, information, and statistics for quarterly, annual, and other reports to field coordinator.
· Participate in annual project reviews and planning workshops and assist the field coordinator in preparing relevant reports.
· Lead consortium level M&E activities, including joint monitoring, studies, analyses and reports etc.
· Monitor and evaluate overall progress on achievement of results.
· Monitor the sustainability of the project’s results.
· Provide feedback to the Programme Director on project strategies and activities.
· Any other duties as may be assigned by the Programme Director that are consistent with this role.
Staff Development
· Provide input in defining and developing and/or reviewing the M&E Standards.
· Build capacity of local stakeholders and project staff in relevant M&E topics, including data dissemination and use for program improvement.
· Build the capacity of the project staff and support them to effectively introduce and maintain effective project M&E systems and processes.
· Support the Team Leader in the development of new proposals and concept notes.
Responding to Emergencies:
· Participate and contribute as necessary towards LLG’s Emergency Response as and when necessary.
· Comply with LLG’s health, safety, and security guidelines during emergencies.
Programme Participant Protection Policy
· Adhere to the standards of conduct outlined in the Programme Participant Protection Policy, Lifeline Gedo Code of Conduct and associated policies.
· Served as Safeguarding focal points for Lifeline Gedo in Jubaland State
· Conduct Safeguarding briefings to the staffs, Beneficiaries, and partners.
Skills and Qualifications
Education:
· A first level university degree in Social Sciences, International Relations, Political Science, Economics, or any related field with 2 additional years of relevant experience d university degree.
Experience:
· 2 years’ experience at the national or international level may be accepted in lieu of the advanced university degree.
· Proven work experience in project/program management and / or monitoring and evaluation is a requirement.
· Field experience coupled with strong substantive knowledge of monitoring and evaluation tools in particular, results-based management is a requirement.
· Experience in the usage of computers and office software packages (MS Office, etc.) and advanced knowledge of spreadsheet and database packages.
· Substantive knowledge in development issues in general and ’s practice areas is desirable.
Language:
· Fluency in written and oral English and Somali.
