TITLE: Finance Officer- Roving

TEAM/PROGRAMME: Finance Department

LOCATION: Mogadishu with regular travel to Field offices

GRADE: 4

CONTRACT LENGTH:   12 months

ROLE PURPOSE:

The role holder will support the financial department in both the Area office and all field offices by providing continuous roving support to field finance officers and assistants in Adado, Beledweyne, Baidoa and Kismayu

He/she will support the Area finance Manager in meeting the monthly financial diary, budgeting, and reporting in addition to providing cover to field fiancé officers on leave.

He or she will also closely work with the internal audit and compliance department in ensuring the quarterly internal expenditure verifications for area and field offices is conducted and with minimal or zero findings.

SCOPE OF ROLE

Reports to:  Area Finance Manager.

Staff directly reporting to: (None)

Dimensions:

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff

KEY AREAS OF ACCOUNTABILITY:

1.       Act as the focal person for all field offices cash request and cashflow management by ensuring timely release of fund request.

2.       Support the Area Finance Manager and Finance Coordinator in timely completion of all activities in the monthly financial cycle.

3.       Travel to field officers and provide cover and support for field finance officers away on leave and other work-related travels.

4.       Support the Area finance manager in developing the area finance staff training and capacity building programs and take a lead role of the ICD programs.

5.       Provide budget management trainings to program staff while on field missions and induction to non-finance staff members.

6.       Support in both internal and external audits of the Area and field offices

7.       Conduct monthly transaction reviews within the soft close and ensure no coding errors and that all support and operational costs have been accurately booked in the books of accounts.

8.       Coordinate, receive and consolidate the weekly Area and field offices delivery plan and share with the Area Finance Manager.

9.       Produce draft donor financial reports for select awards and ensure necessary adjustments are undertaken before sharing reports.

10.   Provide initial commentaries and responses to member queries on donor financial reports.

11.   Support compliance desk reviews and external audits when required.

12.   Ensure cash & bank controls are in place including segregation of duties, across all field offices.

13.   Sit in all field level and Area office procurement committees and tender evaluations where required and ensure value for money is obtained in all procurements.

14.   Comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities, and other relevant policies.

15.   Support the partnership finance officer in completing timely reviews of partners financial data.

16.   Perform any other duty assigned by your line manager.

Skills and Qualifications

QUALIFICATIONS AND EXPERIENCE

·         A University degree in Commerce, Accounting, or finance from a recognized University.

·         2 years’ experience working in a similar role in an NGO or with a busy working environment.

·         Computer skills especially in Ms Excel, spread sheets, Ms Word and Agresso or FMS Accounting packages.

·         High level of integrity and ability to work as part of a professional team.

·         Ability and willingness to work under high pressure to meet tight deadlines.

·         Good communication and interpersonal skills

·         Supportive personnel management style

·         Good command of Witten and spoken English
