Introduction

Network Against FGM/C in Somaliland (NAFIS) is a non-political, non-governmental and humanitarian network working to eradicate FGM/C. Currently, NAFIS has a membership of 20 organizations operating in all the regions of Somaliland. As the only nationwide network of its kind, the primary purpose of NAFIS is to combat all forms of FGM/C in Somaliland through coordination and networking, policy framework, research, and documentation, capacity building for the key stakeholders, and media awareness.

In collaboration with Kindernothilfe (KNH), NAFIS-NCO is implementing a 5-year project, which’s called Self Help Group Approach. This project aims to improve and empower poor of the poorest community throughout the entire country (Somaliland). The SHG Approach promotes the enjoyment of human rights for all vulnerable and marginalized people, especially the poorest of the poor. It does this by first focusing on the poorest women and their children and then broadening the focus to entire families and communities.

We promote the SHG approach because poor people are not part of the existing group and since it focuses on the poor, it works by bringing out the potential of people (unleashing human potential), building strong communities, and finally, its cost-effective model – NGO phasing out is possible with SH approach, sustainable development is possible.

The position holder will be responsible for managing and overseeing the implementation of the project in collaboration with communities, SHGA promoters, line ministries, and women in two federations.

Key Areas of Accountability:

Under the direct supervision of the SHGA-National Coordinator, the SHGA-Assistant National Coordinator is required to perform the following duties and responsibilities:

The SHG Assistant will participate in developing the strategic direction of NAFIS in the field of the Self-Help Group Approach (which is facilitated by the promoting organizations. The SHGA assistant coordinator is expected to fully internalize the SHGA and its basic principles.

Project Planning

Under the supervision of the National Coordinator, the SHG Assistant will implement the following activities:

  • Participate in the preparation of Annual SHGA Work plans/Budgets.
  • Support promoting organizations to prepare Annual SHGA Work plans/Budgets.
  • Participate in the preparation of Annual SHGA Agreements (MoUs) for promoting organizations.

Implementing Community Structures

With the collaboration of the National Coordinator, the SHG Assistant will implement the followings:

  • Take part in the role to promote and strengthen the Children’s Groups as they are implemented by the promoting organizations.
  • Take part in the role to strengthen the SHGA which is implemented by the promoting organizations, with a special focus on the second batch of promoting organizations.
  • Provide technical support to promoting organizations through ongoing training, phones, emails, and during monitoring visits.
  • Advise the project coordinator on the status of each promoting organization and make recommendations on how weak partners may be assisted to do better and whether the partnership should continue or not.
  • Support partners in preparing their narrative reports and budgets in time.
  • Support the finance contact person and logistics on payments and collection of receipts and invoices during the implementation of activities.

Monitoring and Capacity Building of Promoting Organizations

Under the direction of the National Coordinator, the SHG assistant will implement the following activities:

  • Conduct frequent monitoring visits and assess the performance of promoting organizations (at least one visit to each organization biannually).
  • Build the capacity of promoting organizations and the PIs/ SHG, CLA, and the Federation/ during the monitoring visits, through the provision of spot training, support, and feedback.
  • Participate in organizing training and take part in the role of facilitating training as per the annual SHGA work plan.
  • Participate in organizing forums to share experiences among promoting organizations and PIs/SHGs, CLAs, and Federations.

Reporting and Documentation

  • Review reports submitted by promoting organizations, provide feedback, and submit them to the project coordinator on time.
  • Write quality reports for monitoring visits and submit them to the project coordinator. The reports will be written within 14 days after returning from the field. Use the findings to make follow-ups with the respective promoting organizations.
  • Collect case studies, success stories, innovative approaches, best practices, and challenges from prompting organizations so as to enrich the SHGA reports.
  • Compile half-yearly and annual narrative reports and submit them to the project coordinator.
  • Document and share lessons learned, case studies, best practices, and innovative approaches obtained from the partner organizations, including during monitoring visits.
  • When the need arises participate in developing different publications on the SHGA in SL.

Other Duties

  • Participate in facilitating visits by KNH staff, CC, RM, and other visitors to promoting organizations.
  • Carry out any other duties that may be assigned by the project coordinator including participating in SHG Meetings and other meetings and duties related to SHG.

Skills and Qualifications

Competencies

Knowledge:

  • In-depth knowledge of community development, GBV, and global/local development issues, with knowledge of girls’ rights and child rights.
  • In-depth understanding of the policies and laws that shape the FGM, GBV, and SRHR interventions and standards within Somaliland.
  • Understanding of the implications of working with a rights-based approach to development and being able to analyze the situation of children’s, particularly girls’ rights.

      Skills:

  • Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.
  • Flexible work attitude and ability to work independently.
  • Strong leadership and communication skills
  • Excellent knowledge of Somali and English is mandatory.
  • Excellent relationship-building skills – networking, influencing, and stakeholder coordination skills.
  • Experience in capacity building and ToT skills.
  • Holds self and team accountable for delivering results.

Skills and Qualifications

  • Minimum bachelor’s degree in Development Studies, social work, Project Management, or other relevant areas.
  • Minimum of three years of proven experience in delivering quality project management and in managing social work, community development projects/programs.
  • minimum of 2 years of experience in working SHG approach extra advantage.
  • Minimum of 3 years’ experience in project coordination, management, or monitoring.
  • Proven experience and ability to coordinate and collaborate with different civil society and community-based organizations.
  • Demonstrable working experience in the humanitarian programs
  • Ability to communicate effectively and authoritatively on expertise and influence others to reach common goals.
  • Demonstrated track record in donor reporting and budget management.
  • Experience in leading, coaching, mentoring, and managing the relevant project team.
  • Excellent experience in conflict resolution
  • Provide three professional references with professional emails.
