Organizational Setting The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

This position is based in the FAO Representation in Mogadishu, Somalia with travel to other parts of the country as needed. The staff member will lead and manage the team in developing, designing and maintaining the main FAO Somalia software systems. She/he will work in close coordination with all Heads of Unit in Programme and Operations as well as with Compliance, information technology (IT), Communications, the Food Security and Nutrition Analysis Unit (FSNAU), the Somalia Water and Land Information Management project (SWALIM) and other relevant units.

Reporting Lines The Knowledge and Information Management Officer reports functionally to the Head of Strategy and Resource Mobilization in the Office of Emergencies and Resilience (OER), and receives guidance from the IT lead at the Regional Office for Africa (RAF).

Key Functions

  • Supports the development and support of information management applications for high-quality data capture, data processing, analysis and dissemination of information in support of FAO’s work.
  • Contributes to the work of the system developers in support of the sectors and programmes specific areas of work, including the development and maintenance of tools, database and associated data entry platforms, both on-line and off-line.
  • Liaises with relevant stakeholder to determine specific information and data management requirements in order to direct the design, development and maintenance of appropriate infrastructure, systems and processes.
  • Supports the preparation and organization of meetings, seminars and workshops; attends coordination meetings and represents the FAO Office in knowledge and information management activities working groups.
  • Performs other duties as required.

Specific Functions

  • Supports the FAO Somalia Management Information System development and maintenance.
  • Contributes to defining the implementation workflow of cash-based interventions to ensure a timely and tailored development and management of the beneficiary ecosystem in all its components.
  • Works with the Information Management Analyst to regularly collect and share implementation data to maximize the exchange of information within FAO Somalia and contribute to programme planning, implementation and reporting.
  • Compiles, analyses and disseminates FAO information products for internal and external audiences (e.g. information management – IM dashboards, reports, briefs, charts, infographics, response highlights, advocacy materials), in collaboration with the Communication Officer and wider Strategy and Resource Mobilization Unit.
  • Supports the automation of specific workflows across units upon request.
  • Supports the development and implementation of a Digital Innovation strategy for the country office in close coordination with the Strategy and Resource mobilization and Programme teams with guidance from the Digital Agriculture expert within the Subregional Office.
  • Works with the IM Analyst and the Data Visualization Expert to transform key data into user-friendly tables to share with all units.
  • Monitors and ensures corporate FAO (FAO main webpage and FAO emergencies page) and Inter-Agency platforms (i.e. Reliefweb).
  • Reflects accurate information and contributes dynamic content in close collaboration with the Communication Officer.
  • Oversees the compilation and production of monthly 3Ws (Who is doing what, where) reports for the Food Security Cluster.
  • Oversees the compilation and production of monthly 5Ws (Who’s doing what, where, when and why) reports for the Protection Cluster.
  • Represents FAO at the Information Management Working Group and collaborates with counterparts in other partner agencies to improve the consistency and timeliness of information disseminated.
  • Keeps abreast of best practices in IM area at internal and inter-agency level.
  • Coordinates efforts to make data available and accessible in a self-service model through various systems: Form Management Tool (FMT), Dashboard and Middleware.
  • Supports and coordinates automation of data and information flow from disparate sources to Dashboards (3Ws, 5Ws and other reports in FMT and Middleware).
  • In collaboration with Monitoring and Evaluation (M-E), contributes to the establishment of effective automated monitoring mechanisms (e.g. dashboard) for tracking progress across units under the Country Programming Framework.
  • Coordinates development, review and updating of various Standard Operating Procedures (SOPs) for example on data protection, e-voucher workflow and mobile money workflow.
  • Coordinates and leads the design, development and maintenance of the main FAO Somalia software systems.
  • Continues the design and development of the systems and innovations already defined, mainly: Beneficiaries Information Management System (BIMS), Accountability to Affected People (AAP) application – including two way SMS feedback mechanism and Interactive voice response (IVR), facial recognition integration in the database, BiMo and Open Data Kit (ODK), 10 fingerprints scanner integration, implementation dashboards, Application Programme Interface (API) integration with the corporate systems Global Resource Management System (GRMS) and/or the Integrated Management Information System (iMIS), pilot of WFP Scope.
  • Coordinates and supports the design, development, testing and deployment of additional beneficiary biometric registration and verification modalities like voice recognition.
  • Represents FAO Somalia in engagements and discussions with other FAO officers and headquarters regarding development and adoption of new systems, technologies and tools, for example GRMS API.
  • Leads research into and review of systems and applications for automation of work processes in FAO Somalia, for example UNPP (UN Partnership Portal) or IPQ (Implementing Partner Prequalification Module) for automation of implementing partners’ pre-qualification processes; recommends and follows up on adoption of such technologies to relevant FAO offices.
  • In collaboration with other staff, develops, reviews and updates important presentations to both internal and external stakeholders like donors and partners.
  • Supports and coordinates the Digital Villages initiative and other projects that have a digital or technological bearing; ensures that FAO Somalia is a front runner in similar activities that position the office well for selection now and in future to implement new digital innovation initiatives.
  • Performs research and development of software and hardware innovative solutions, such as iris scan and facial recognition.
  • Coordinates participation of IM staff in training implementing partners on the use of beneficiaries management information systems (MIS) ecosystem (i.e. during beneficiary registration and verification).
  • Ensures that all software development is in alignment with FAO Software Development standards as well as industry best practices.
  • Advocates for and facilitates the use of data standards and common platforms by Programme, Operations and Finance Unit staff.
  • Conducts continuous knowledge gap analysis in IM ensuring that lessons learned in the use of the systems are incorporated into guidance and eventual training material.

Minimum Requirements

  • Advanced university degree in computer science, information technology or information management.
  • Five years of relevant experience in information technology, information management or information systems, with a background and interest in international humanitarian development.
  • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions.
  • Extent and relevant experience in knowledge and information technology management systems and communication.
  • Working knowledge (proficient – level C) of a second official FAO language is desirable.
  • Extent and relevance of experience in knowledge and information technology management systems and communication.
  • Strong understanding of the humanitarian architecture. Strong analytical skills with the ability to analyse and interpret information and draw out the key messages.
  • Project management experience related to development and/or maintenance of Management Information Systems.
  • Relevant professional experience preferably in programme, analysis, reporting in humanitarian work.
  • Strong oral and written communication skills, able to clearly articulate insights to stakeholders in FAO.
  • UNDSS Information Security Awareness – Advanced.
  • Certified in Data Protection (CDP) or equivalent.
