Project Administrative Assistant – Ministry of Communications and Technology (Individual Consultant) – Mogadishu, Somalia

- Background:The Republic of Somalia has received financing from the World Bank towards the cost of the Eastern Africa Regional Digital Integration Project (EA-RDIP) project; and intends to apply part of the proceeds of the above project to finance the position of the Project Administrative Assistant (Individual Consultant) for Ministry of Communications and Technology
2 Responsibilities: The Project Administrative Assistant Will Provides administrative support to ensure efficient operation of office; Answers phone calls, schedules meetings and supports visitors; Carries out administrative duties such as filing, typing, copying, binding, scanning etc.; Completes operational requirements by scheduling and assigning administrative projects and expediting work results Makes travel arrangements for senior staff such as booking flights, cars, and hotel or restaurant reservations; Ensures operation of equipment by completing preventive maintenance requirements, calling for repairs, maintaining equipment inventories and evaluating new equipment and techniques; Maintains supplies inventory by checking stock to determine inventory level, anticipating needed supplies, placing and expediting orders for supplies. Supervise project drivers; Assist the Financial Management Specialist in processing payments All other specific tasks detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: https://mof.gov.so/publications/project-administrative-assistant
- Duration:The proposed duration for the assignment is Twelve Months (12) calendar months from starts date.
Skills and Qualifications
- Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Degree in business administration, information technology or finance, or a related is discipline Minimum of three years of professional experience in donor funded projects including family arity with donors’ operational procedures.
- Familiarity with Federal Government of Somalia administrative and bureaucratic procedures. Proven skills in use of computer software applications including spread sheets, accounting packages and word-processing.
- Knowledge in the use of the SFMIS will be an added advantage.
- Excellent reporting and formal writing skills in English and Somali.
- Excellent inter personal and administrative skills
- The Ministry of communication and technology now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).
- Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
