Plan international has opened an office in Somaliland and started programmes that focus on child protection, education and youth economic empowerment programming both humanitarian and development setting, working with/through partners and providing technical support to INGOs, Somaliland NGOs and the Government of Somaliland in Plan’s areas of expertise.
Plan International Somalia/Somaliland commitment is inspired by the Human Rights Framework and the globally agreed principles, such as non-discrimination. It is based on international and regional standards, in particular the Convention on the Rights of the Child (CRC), the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW), The African Charter and the Convention on the Rights of Persons with Disabilities (CRPD), relevant soft laws and the global ambitions set out in the Sustainable Development Goals (SDGs).
ROLE PURPOSE
The Gender and Inclusion Coordinator will work to further improve the quality of our projects design, delivery and to main stream the gender equality in projects, operation and human resources staff procedures.
The post holder will work closely with the program, human resources and operation teams to support the implementation and tracking of the gender equality and gender transformative standardised guidelines, tools, procedures, gender marker, GEISA, GIR and other standards and assessment actions.
Reports to – Programme Manager
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Qualifications/ experience essential:
- Bachelor or master’s degree in social sciences or any field within Plan AoGD domains
- Between 2-3 years practical experience on gender mainstreaming in projects and processes
- Degree in Gender Studies (Masters preferred)
- At least five years of demonstrated experience working as a professional communicator, including in digital and online environments; experience of development and humanitarian issues affecting children and families preferred.
- At least 5 years’ experience in working with non-governmental organisations.
- Excellent experience in conflict resolution.
Languages required:
- Excellent written and verbal communication skills in English.
Qualifications/ experience desirable:
- Experience in managing Humanitarian response;
- Knowledge of key programme areas such as Gender based Violence, DRM and resilience SRHR and youth economic empowerment;
- Knowledge of development and humanitarian issues affecting young girls, adolescent girls and women is preferred.

TECHNICAL COMPETENCIES
Knowledge:
- In-depth knowledge of FGM, SRH, GBV, gender and inclusion and global/local development issues, with particular knowledge in girls’ rights and child rights, feminist movements, the key actors and institutions, and the power dynamics involved.
- Mastery of key gender inequalities, gaps, barriers and opportunities at the national, regional and global level and gender and inclusion in programs, and especially for children and girls.
- In-depth understanding of the policies, processes, institutions and organizations that shape the FGM, GBV and SRH interventions and standards within Somaliland.
- Understanding of the implications of working with a rights-based approach to development and is able to analyze the situation of children’s and particularly girls’ rights in his/her working context
- In-depth knowledge on different types of partnerships and civil society strengthening and capacity building. Understanding issues, principles and strategies and their root causes and working with Plan’s principles and a range of strategies and approaches to improve outcomes
Skills:
- Proficiency in Microsoft Word and Excel
- Flexible work attitude and ability to work independently within a small team
- Strong leadership and communication skills
- Excellent knowledge of Arabic and English mandatory
- Excellent relationship building skills – networking, influencing and stakeholder management skills
- Experience in developing strong, equal and robust partnership contracts or experience in strengthening civil society
- Experience in capacity building of others
- Hands on experience and skill in result based MERL system
- Holds self and team accountable for delivering results;
