Based in Hargeisa, Somaliland

PSI seeks a Senior M&E /HMIS Manager for an upcoming funded health service delivery program in the Maroodi-jeex region, Somaliland.
Roles and Responsibilities
- Manage PSI’s M&E/HMIS related to the project.
- Working with the Regional Health Office (RHO), overseeing HMIS system use within the region.
- Support implementation of HMIS data quality improvement procedures (quality checks, facility visits, etc.)
- Oversee facility-level use of HMIS tools.
- Analyze regional-level health data for decision making.
- Develop the MoH team’s capacity for data analysis and data use for decision making.
- Improve facility-level capacity to develop simple, hand-drawn data analytics (ex: charts placed on the wall) and to use data.
- Contribute to PSI’s reports.
- Work closely with the technical Manager to monitor/track project progress

Skills and Qualifications
- An advance degree in public health, statistics, or related field is required.
- A minimum of seven years HMIS management experience.
- Excellent quantitative skills.
- Experience training others in HMIS is required.
- Substantial health sector experience is required.
- Experience developing HMIS quality assurance systems.
- Experience analyzing health data.
- Experience supporting use of data for decision making.
- Experience in HMIS capacity development, with a focus on coaching and mentorship, is required.
