Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO’s global mandate and Strategic Objectives. More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.
Reporting Lines
The position is under the overall guidance of the FAO Representative in Somalia, the direction of SWALIM Technical Advisor and the direct supervision of the Head of SWALIM’s Geospatial Unit.
Technical Focus
The incumbent will assist SWALIM Geospatial unit in the implementation of geographic information systems, developing scripts to be used in analysis of geospatial datasets in cloud-based platforms, generating geospatial information on land and water sources, including change detection and environmental monitoring activities.
Tasks and responsibilities
Under the overall guidance of the FAO Officer in Charge for Somalia, the direction of the Technical Advisor and the direct supervision of the Geospatial Information Technical Advisor, the incumbent will be responsible for interpreting satellite images by using GIS software to generate information on land and water sources, for the support of agricultural and livestock water infrastructure monitoring including change detection and environmental monitoring activities.
Specifically, he/she will:
- Support the interpretation of very high-resolution satellite images for the detection of charcoal production sites and flooding in Somalia;
- Assist in the production of all spatial data as needed, including producing the necessary maps and hosting all the data and information generated by the project;
- Assist in satellite images pre-processing & mosaicking in preparation for image interpretation and their regular update;
- Carry out remote sensing data interpretation tasks, including supervised image classification, onscreen digitization, extraction of features and generation of tabular information to support SWALIM and other FAO Somalia sectors;
- Contribute to the quality checking of spatial datasets produced in water and land theme activities in relation to topology, attribute completeness, field definitions, metadata, projections and related maps and layout production;
- Contribute to the data update of a SWALIM Geospatial online web portal;
- Assist in producing scripts for image processing & analysis through Google Earth Engine and other web based geospatial platforms;
- Design and implement data work-flow processes for web applications;
- Develop training material and assist in organizing and undertaking GIS and Remote Sensing capacity building;
- Perform any other duties as may be assigned by the RS/GIS Team Leader and the TA.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University Degree/Diploma in one of the following areas: Remote Sensing, Cartography, Geographic Information System and Database Management, Surveying and Mapping, Environmental Planning or any other intensive training / post graduate course on above-mentioned related fields.
- At least 2 years of relevant experience in remote sensing and GIS analysis.
- Working knowledge of English and Somali, limited knowledge of Arabic is an asset.

Technical/Functional Skills
- Demonstrated ability in the implementation, and administration of geographic information systems.
- Demonstrated ability to use Geographic Information Systems & Remote Sensing applications including ArcGIS, QGIS, ERDAS IMAGINE and ENVI software suites.
- Knowledge of cartographic techniques and field survey techniques including the use of GPS and mobile data collection tools
- Knowledge and skills: at least 2 years of work experience in remote sensed data interpretation.
- Knowledge of Environmental Management would be an advantage.
- Knowledge of ArcGIS Server, GeoNode, PostGIS and GeoServer is an asset.
- Good knowledge of the UN work system and ability to work under minimum supervision and effectively with people of different national and cultural backgrounds.
