Call For Proposal for Empowering Women-owned And Run Enterprises In The Renewable Energy Sector By Providing Technical Skills Training & Financial Support For Implementing Renewable Energy Projects – Somalia

- Background and Objective of the CFP
The Nordic International Support Foundation (NIS) is a Norwegian-registered non-profit organization engaged in stabilization and reconciliation initiatives in conflict and post-conflict locations. Our primary areas of intervention are institutional development, public service delivery and conflict resolution. Headquartered in Oslo, Norway, NIS currently implements projects in Somalia/Somaliland, Myanmar and the Sahel.
With funding from the Swedish International Development Cooperation Agency (Sida)/ Swedish Government, NIS is currently implementing a three-year program Public Private Development Partnership (PPDP) for Renewable Energy Skills Training and Women Economic Empowerment Program in Somalia, targeting two locations: Garowe in Puntland & Mogadishu in Banadir regional administration.
Gender gaps assessment in RE cited key problems that women face in the project-targeted locations. Among them, access to clean and affordable energy was highlighted as a major obstacle for women-owned SMEs in access to and control over the relevant assets/resources, mainly due to cultural restrictions. Other major constraints included inadequate investment capital, limited access to information and technology, credit, and entrepreneurship skills that are needed for the continued growth and sustainability of their businesses highlighted as major obstacles for businesswomen. In response to this, PPDP program as a pilot molded activities that encourage women-owned and run enterprises In the renewable energy sector to take advantage of the available opportunities in the renewable energy sector for their economic empowerment, including improved access to funding and skills training opportunities for implementing renewable projects.
In this Call for Proposal, NIS is specifically seeking proposals from energy solution providers run/owned by young women in both Garowe & Mogadishu that meets the below criteria. The nature of business should be credible, legal, and add value to the women who directly or indirectly depend on it.
Skills and Qualifications
- Criteria for selection
This is a competitive open call, looking into selecting 2 women-led/owned energy solution providers in Garowe & Mogadishu only (1 in each location). The selected companies shall strictly fulfill the following criteria:
- Be purely owned and run by electrical engineer women.
- The company is legally registered and has a valid business/operational license.
- The company is physically operating in Mogadishu or Garowe.
- The company has complied with state governments’ tax regulations.
- The company has implemented at least 2-3 solar PV installation projects in their respective locations/regions.
- The company has the potential to absorb more skilled female technicians
How to apply
- Criteria for application
The companies meeting the above criteria are encouraged to apply in line with the following requirements:
- Submit a proposal that addresses the above criteria for selection. Those shortlisted companies will be subjected to a further due diligence assessment.
- Submit a business profile describing what the company does, who owns it, when it was started, how many employees (disaggregated by sex) it has and their roles, what support are they seeking
from NIS, and how it will impact the company and local women in the location(s).
- The proposal should be a maximum of 15 pages including the technical proposals for the clients. o The proposal should be accompanied by
- A copy of the certificate of business registration
- Datasheets to be attached as an annex.
- Submit technical proposals for 2-3 clients including the energy audit report, solar system sizing, data sheets, and detailed BoQ that is to be supported by NIS-Foundation.
- Detailed proposed project implementation modality including solar systems components sourcing, and logistics.
