Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO’s global mandate and Strategic Objectives. More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.
Reporting Lines
Under the overall supervision of the FAO Representative in Somalia, general supervision of Head of Programme and under the direct supervision of the Head of Infrastructure Unit, the incumbent will be responsible for continuous supervision of building civil works, irrigation infrastructure and market infrastructure etc in selected areas and sites as may be assigned by the supervisor, Head of Infrastructure Unit
Technical Focus
This position supports all FAO Somalia sectors in design, tendering and execution of all engineering projects. Incumbent will be required to possess expertise in the usage of design and CAD software as will be appropriate. The knowledge of Somalia market prices and availability of local materials will be an important tool for this position.
Tasks and responsibilities
• Work in close collaboration with Project Managers, other engineers, and Head of Infrastructure Unit in the assessment of infrastructures related for purpose of appraising the condition of existing structures and ascertain the scope of rehabilitation.
• Facilitate links with the Ministry focal points, implementing consortium partners, community members and implementing contractor for the purposes of smooth execution of these infrastructures.
• Design and prepare Bills of Quantities (BoQ) for infrastructure projects.
• Collaborate with Procurement and tendering process for all infrastructure.
• Manage contracts during works execution ensuring weekly and monthly reports are submitted on time.
• Help contractors in the interpretation of Bills of Quantities (BoQ) and contract documents.
• Support contractors in the correct interpretation of design working drawings on site.
• Assess works completed and recommend contractor’s invoices for payment or non-payment.
• Review projects whose Defects Liability Period (DLP) has expired and advise on possible defects requiring making good.
• Prepare periodic reports to the supervisor when needed.
• Perform any other duties requested by the supervisor.
Minimum Requirements
• University degree in civil engineering and/or any relevant study area from a recognized institution.
• Minimum six (6) years of relevant hands-on experience in civil engineering.
• Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required.

Technical/Functional Skills
• Previous work experience in more than one location or area of work, preferably in the humanitarian field (experience with the UN will be an added advantage).
• Must have experience working in Somalia or similar hardship locations.
• Willingness to travel away from official duty station.
• Familiarity and competence with the use of CAD drawing and design software.
• Knowledge of the local Somali language will be an added advantage.
