Peace and Security Cluster
The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.
UNMAS
United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.
UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to ATMIS (African Union Transition Mission in Somalia)as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each ATMIS Sector Headquarters and at ATMIS Force Headquarters, who support ATMIS planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.Functional Responsibilities
*CANDIDATES WITH NO UN OR UNOPS EXPERIENCE ARE ENCOURAGED TO APPLY *Qualified female candidates are strongly encouraged to apply The Operations Specialist (Data) will work under the supervision of the Project Manager – ATMIS. S/he will undertake the following responsibilities and duties as follows: ● Maintaining project documents such as Project Workplan, Project Log, stakeholder analysis, Project Strategic Assessments, Issue and risk register, communication plan, lessons learned and meeting plan in close coordination with the Project Manager, FHQ Operations Officer and Sector Operations Officers.
● Provide support to Project management team by providing regular updates on Project budget, with specific focus on travel expenses and procurement.
● Manage and develop monitoring and evaluation tools and processes for the Project, working on close coordination with the in-country Programme team.
● Perform a regular auditing for mine action information to ensure data completeness, integrity and quality, liaising with relevant personnel on relevant data and statistical matters; to monitor the quality of data.
● Development of various visual products including maps and dashboards summarizing project geographic coverage and types of activities.
● Map and information management related product quality control before sharing it internally and externally.
● Lead the support to the Project Management team with organization and management of schedules and coordination of workshops and other events.
● Manage travel authorizations for personnel travel, administration, and security clearance, as well as maintain work records, documentation of decisions and actions taken.
● Follow-up on support requests received from stakeholders, address delays and bring to the attention of Project Manager, by developing and maintaining a tracking system to assist the Project in following up on pending issues.
● Drafting of correspondence and internal procedural directives, Standard Operating Procedures (SOP) relating to information management matters.
● Ensure project plans and documentation are in line with defined standards and process requirements.
● Prepare and facilitate regular project meetings and take minutes in support of the Project.
● Maintain project and office files and monitor their status, ensuring the system is regularly updated timely and with the required quality.
● Monitor smart sheets and coordinate with the Sector Operations Officers to validate and organize the data.
● Support in organizing presentations and providing briefings to UNMAS Senior Management.
● Support the Project manager with the Assessment of expenditure of assets and travel for the project and estimation of new requirements and preparation of budget plans for designated areas of work.
● Contribute to Programme reporting and quarterly review.
● Perform any other tasks and duties as requested by the Project Manager and Operations Officer.

Education/Experience/Language requirements
Education:
- Advanced University Degree (Master’s Degree or equivalent) with a minimum of 5 years of relevant experience; OR
- First Level University Degree (Bachelor’s Degree or equivalent) with a minimum of 7 years of relevant experience is required.
Work Experience:
- Relevant experience is defined as experience in Information Management, Data Analysis, Programme Management, Project Management or related field.
- Experience in Budget or Financial Procedures is required;
- Within relevant experience, one year of experience in Information Management and Data Analysis is required;
- Computer literacy is required.
Language
- Fluency in English (spoken, reading and written) is required;
- Fluency in Somali (spoken, reading and written) is required;
Contract type, level and duration
