  1. Purpose of consultancy

To support the Ministry of Health in the implementation of Integrated Disease Surveillance and Response (IDSR).

  1. Background

The government of Somalia made a strategic decision to implement IDSR in the year 2020 following a Joint External Evaluation (JEE) for International Health Regulations (IHR 2005) core capacities conducted in 2016. Since then, the Federal Ministry of Health has made progress in developing the IDSR three-year operational plan, development IDSR technical guidelines and SOPs, development of training materials, and conducting training of trainers.

Somalia is currently piloting the use of the IDSR tracker, which is hosted on the national health information system – DHIS2, to support the implementation of both the early warning and weekly components of its IDSR system. This is coinciding with the decommissioning of the previously used early warning system for countries in emergency settings – EWARN.

  1. Work to be performed/Roles and responsibilities.

Output: Develop emergency Health Information Pillar Toolkit

Deliverables:

Output 1: Work with national team to coordinate the implementation of Integrated Disease Surveillance and Response (IDSR) .

Deliverable 1.1: Coach the national team to ensure the quality of collection of disease surveillance data, analysis, and dissemination through weekly IDSR surveillance bulletin.

Deliverable 1.2: Develop methodology and tools to support investigation and response to alerts reported through IDSR.

Deliverable 1.3:   review and provide feedback on disease surveillance activities implemented in different parts of the country to feed into the weekly IDSR epidemiological bulletin.

Deliverable 1.4: Review all weekly epidemiological reports from health facilities and produce summary indicators during the assignment.

Deliverable 1.5: Maintain and update the list of health facilities in all districts reporting to the IDRS.

Deliverable 1.6: Recommend structure and plan for the development, review, and dissemination of the state-level IDSR epidemiological bulletin.

Deliverable 1.7: Support the response teams in investigating and responding to outbreaks of diseases reported in different parts of the country.

Deliverable 1.8: Assist in conducting training and capacity-building activities for DHIS2 and IDSR.

Deliverable 1.9: Assist in organizing and facilitating meetings and workshops to advocate for IDSR implementation

Output 2: Provide technical support to enhance HIS/DHIS2 implementation for IDSR.

Deliverable 2.1: Review datasets of IDSR and validate according to the DHIS2 tracker.

Deliverable 2.2 Perform IDSR data quality check under the DHIS2 platform.

Deliverable 2.3: Perform data analysis and visualization for decision-makers

Deliverable 2.4: Assist in conducting training and capacity-building activities for DHIS2.

  1. Qualifications, experience, skills and languages

Qualifications required:              

Essential: Bachelor’s degree in public health, epidemiology, international development from a recognized university.

Desirable:  

  • Advanced degree in Epidemiology or Public health
  • Data analysis and data visualization training

Experience:  

  • 5 to 6 years of professional work experience at the national level in public health, epidemiology, surveillance, or Information Management, either in the Public or Private sector or other relevant programs.
  • Experience with health data management work, including data collection, cleaning, analysis, and report generation.

Skills / Technical skills and knowledge:

Essential  

  • Excellent knowledge of Microsoft Office programmes
  • Excellent knowledge of statistical and data analysis software
  • Good understanding of implementation of surveillance

Others 

  • Excellent organizational and analytical skills.
  • Excellent interpersonal skills
  • Ability to summarize information from diverse sources in a clear and concise manner.

Languages and level required (Basic/Intermediate/Expert):

  • Essential: Excellent Knowledge of English.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.

 

  1. Remuneration and budget (travel costs are excluded):

Remuneration: National level of NO-B, USD 3604 (Monthly)

  1. Expected duration of contract (Maximum contract duration is 11 months per calendar year): 6 months.
