Oxfam’s work in Somalia and Somaliland covers both humanitarian and development spheres, with most programming delivered in Hargeisa and eastern Somaliland, both directly and with partners. The humanitarian component focuses on delivery of water, sanitation and hygiene (WASH), food security (particularly cash grants) and protection, in response to persistent, intense drought that has decimated livelihoods – primarily pastoralism, and caused mass displacement. The development component focuses on women and youth empowerment, economic inclusion, influence in decision-making and access to justice, primarily through three multi-year programmes.

Job Purpose
Responsible for the identification, integration and development of ICT and mobile technologies into Oxfam’s Humanitarian and Development programming, strengthening internal capacity to lead and support T4D related projects, identifying and engaging with key partners, identifying reusable and replicable technical solutions and maximizing potential for T4D scale-up and rollout. Directly supervised by the Head of Program and will work closely in the country with other program staff, and in close liaison with the other members of Oxfam’s Global Innovation Teams worldwide.
Skills and Qualifications
- An advanced university degree in Management Information Systems, ICT Management, Computer Science or related field is required. A first level university degree in combination with two (2) years additional qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of three (2-3) years of relevant experience at a comparative organization in identifying, designing and implementing technology solutions for projects with technical components is required.
- Previous hands-on experience in ICT related projects is required.
- Fluency in English (written & verbal) is required.
Technical Skills and Experience
- Technical Proficiency: on Power Automate: Knowledge and experience in creating automated workflows using Power Automate, which includes designing flows, integrating with various applications and services as operational requirements, and troubleshooting issues.
- Power Apps: Proficiency in building custom apps using Power Apps, including creating user interfaces, connecting to data sources, and applying business logic.
- Data Collection Tools: Familiarity with data collection tools and platforms commonly used in the humanitarian context, such as Microsoft Forms or SurveyCTO.
- Data Analytics: Basic understanding of data analytics tools and concepts, such as Microsoft Power BI or Excel for data analysis, visualization, and reporting..
- Experience in open source, mobile and emerging technology is extremely desirable.
- Understanding of Oxfam’s programmatic priorities and/or experience in applying technical solutions to address development/ influencing programmatic issues.
- Knowledge of Oxfam’s ICT landscape and new technology will be considered an asset.
Essential

- Capacity to generate enthusiasm and convince people about new ideas and approaches.
- Proven capacity to raise funds from institutional and non-traditional donors.
- Self-motivated and able to lead the programme, engage others and create ownership.
