ACTED is looking for professionally confident, self-motivated, experienced, and committed team player to fill the Project Officer – FSL position in Bardere Jubaland.
Position Profile:
Under the direct supervision of the FSL Technical Coordinator, along with the Emergency and CCCM Technical Coordinators, the Project Officer is primarily responsible for the management of the project, implementing FSL and community-based activities within a comprehensive flood response plan.
The Project Officer manages the community mobilizers to implement day-to-day activities in the target locations, including but not limited to: coordination with humanitarian partners agencies and government authorities within the already existing taskforce; rollout of food assistance through cash transfers to the most vulnerable flood-affected households; establishment, capacity-building and support to flood committees at site/village level, including the set-up of a two-way community alert-based system; organization of a radio and social media campaign for flood awareness-raising purposes; outreach mobilization; monitoring and assessment of the needs on the ground. The Project Officer will be based in Bardere, where Acted operates with the full project team in coordination with the area-based office in Kismayo.
Duties and Responsibilities:
- Oversee the implementation of all project activities to ensure the project is completed in a timely and accountable manner.
- Prepare/Compile period (weekly, monthly, quarterly, annual) and ad-hoc reports and contribute to the preparation and collection of case studies to demonstrate program impact and share with the line manager.
- Be responsible for the day-to-day management and monitoring of food assistance and other flood response activities in line with ACTED’s standards and donor’s requirements.
- Ensure food assistance and the other flood response activities (flood committee capacity-building and support; two-way community alert-based system; outreach mobilization; coordination with humanitarian and institutional taskforce) in the field are implemented in accordance with technical and timely requirements to the highest standards delivering the maximum possible quality and in line with project plans and in compliance with Acted’s standards and donors’ requirements.
- Supervise the fieldwork and oversee the day-to-day efforts of the project to ensure the work is done in a systemic way and according to plans and quality standards.
- Support mobilization of communities for the successful implementation of project activities and ensure a good working relationship with field staff and the local community.
- Support beneficiary identification, verification, crosschecking, and final selection in line with program plans, selection processes, and standards.
- Ensure that beneficiaries are properly targeted according to established procedures and criteria for selecting those with vulnerabilities.
- Ensure active engagement, timely communication, and effective coordination and interaction with all ACTED’s support departments, such as Finance, Compliance and transparency, Procurement, and Human Resources and administration.
- Support the development and update the Project Management Framework (PMF) sheets to ensure smooth tracking of the assigned projects.
- Budget and monitor project expenditures to ensure they align with ACTED’s and donor requirements.
- Liaise with the FLAT team in the field and area office to coordinate procurement and other needs for project implementation and organization-based support.
- Supporting MEAL activities during project implementation and addressing recommendation of MEAL department
- Protection Mainstreaming: promote and adhere to the Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED’s staff, partner agencies, and casual laborers).
- Any other tasks required by the line manager/FSL project manager.
Job Requirement (Qualification and Experience)
- A minimum of bachelor’s degree in food security and Livelihoods, Emergency, Social Work, or related field
- A minimum of 3-5 years of work experience in FSL, Resilience projects, Emergency, and relevant interventions.
- Proven experience in administration, including staff and financial management.
- Ability to work under difficult circumstances in remote locations with limited supervision.
- Proficiency in MS Word, MS Excel, PowerPoint, or other computer-aided design packages, email/internet communication, etc.
- Fluency in English and Somali languages, both oral and written
- Extensive knowledge of the operating context in Somalia Regions.
- Excellent communication skills.
- Excellent interpersonal and team-playing skills.
- Highly flexible, with the ability to use initiative.
- Ability to work in a multicultural environment.
- Commitment to humanitarian principles and values.
- Understanding of gender, protection, and human rights.
- Commitment to promoting gender equality.
- Ability to frequently travel to the target communities in the districts.
- Experience, including leading/supervising subordinate staff, organizing activities, and report writing.
- Knowledge and experience working in conflict and climate-affected areas.
- Experience in FSL training and capacity building of community members
- Knowledge of logistics and procurement processes
