The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), is implementing various projects in Somalia, across multiple sectors and regions. One of the projects is the project “Promotion of climate resilient for food security in Jubbaland”.

The proposed new transitional development assistance project aims to improve food and nutrition security and strengthen the resilience of selected communities in Jubaland by integrating disaster risk management and climate adaptation measures. It has the following three outputs;

  • Output A will be implemented in close cooperation with JMoAI in order to anchor the necessary capacities and structures as well as expertise there and to create the conditions for potential scaling in terms of an exit strategy (see chapter 5.2). Key milestones of Output A are the dissemination of cultivation practices of nutrient-rich and climate-resilient varieties, as well as practices to improve daily nutrition.
  • Output B focuses on income-generating measures, especially in the areas of reducing post-harvest losses, storage and preservation/processing of agricultural products. This can mitigate seasonal food shortages and is closely related to output A. Income-generating measures are also envisaged in the non-agricultural sector, for example to reduce the risk of crop losses or failures.
  • Output C aims to ensure a poverty-sensitive water supply as an important component of food security for the vulnerable population in peri-urban Kismayo. The “Urban Food Security Project”, which expires in November 2023, was able to significantly improve the drinking water supply in Kismayo through close cooperation with other donors and the institutionalization of JUWA, which was newly founded as part of the ÜH project.

This position will be responsible for the implementation of Output B. Output B aims to improve income generation opportunities for households in the target communities. The impact hypothesis is that the diversification of income opportunities contributes to improved climate adaptation strategies for food security (project goal). The assumption is that the target groups are willing to make their own contributions, for example in the form of time, to strengthen climate-resilient food security. Income-generating measures are also envisaged in the non-agricultural sector, for example to reduce the risk of crop losses or failures. In addition, training courses on entrepreneurial action are planned. Due to numerous synergy potentials in the context of Output B, a complementary orientation to humanitarian actors is sought. This applies in particular to the project’s possible involvement in the implementation of the multi-donor government initiative “Durable Solutions” for the permanent settlement of IDPs and returnees in a newly planned settlement near Luglow, provided that this becomes concrete during the project period. Key milestones of Output B are the dissemination of income-generating measures as well as success factors for corporate governance in the context of climate change.

  1. Responsibilities

The Business Development Advisor has the following responsibilities:

  • Leads the implementation of activities within Output B in Kismayo Lower Juba, Somalia ensuring a timely and high-quality delivery of activities and progress towards intended results
  • In close collaboration with the project team, supports the planning, implementation, monitoring and reporting
  • Strategic engagement with all actors (beneficiaries, implementing partners, experts, government, field staff, etc)
  • Technical management of experts in the project, leading national and international consultants
  • Providing professional advice to partners and cooperating with key sector stakeholders
  • Innovation and knowledge management and communication of innovations to the projects broad target group

The Business Advisor performs the following tasks:

Under the strategic guidance of the Head of Project, the business advisor has the following tasks and responsibilities:

  • Coordination and Implementation of the Income generation Component /Output B
  • Coordination of Planning and Contracting processes
  • Identifies and highlights quality issues with regards to quality of project delivery
  • Comply with GIZ rules and regulations (compliance), do-no-harm, and intervention sustainability early on and in liaison with the project management
  • Identification and implementation of mitigation measures
  • Management of all relevant stakeholders (implementing partners, beneficiaries, community representatives, development agencies and relevant government partners) in liaison with the coordinator

  • Working closely with the targeted beneficiaries through weekly visits by being in constant dialogue
  • Mentoring and advising the relevant government authorities jointly with the area coordinator
  • Close Cooperation with relevant GIZ entities as well as contractors/consulting firms
  • Technical supervision of consultants and technical experts
  • Regular site visits
  • Keeping detailed records of project documents
  • Conducting training on products and techniques through educational presentations
  • Submission of progress reports
  • Contributes to project operational planning and budgeting and tracks performance of project activities against operational planning to ensure attainment of overall project indicators und contributes towards tracking expenditures against spending targets
  • Briefs and advises the project management team on project activities and strategic decisions
  • Where applicable, organizes and implements self-implementation by GIZ, such as beneficiary training, workshops, forums, meetings, and other project activities.
  • In liaison with area coordinator, represents GIZ CFSP in relevant forums.
  1. Other duties/additional tasks

The business advisor

  • Takes up any other duties as assigned by the Head of Project
  • Bachelor’s degree in economics, community engagement or a related field
  • Additional certifications value chains, business start ups or community engagement desirable

Professional experience

  • 5 years of relevant work experience in setting up small enterprises
  • 5 years of experience working in an international development agency

Other knowledge, additional competences

  • Willingness to be permanently in Kismayo with regular/weekly visits to all project locations
  • Excellent team-working and communication skills as well as excellent organizational, intercultural and interpersonal competence
  • Professional experience in project management, monitoring and evaluation, report writing, data analysis
  • Proficiency with computers, especially MS Office and diagnostic scientific software.
  • Integrity, Loyalty, negotiating skills; ability to build strong relationships with partners and stakeholders
  • Ability to apply good judgment in the context of assignments given, ability to plan own work and manage conflicting priorities;
  • Good communicator capable of articulating issues
  • Be creative and proactive
  • Ability to work both on own initiative and within a team
  • Somali national with excellent English and Somali language skills
