Position Title: Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer

Duty Station: Hargeisa, infrequently with traveling Burao

Organizational Background

Barwaaqo Voluntary Organization (BVO) is a non-political, non-governmental, and non-profit making development action-oriented and advocacy organization that was founded in 1996 by a committed gender balanced group in Somaliland. BVO strives to perform social development work in Somaliland and has been implementing climate change, environmental protection, and livelihood programs in the country, which enables the finding of solutions to Somaliland’s environmental challenges. BVO fights hunger and promotes poverty reduction, human rights, women’s and children’s rights, and justice for all.

BVO has also been involved in women’s political participation and economic empowerment, and provides FGM awareness campaigns as well as implements projects aimed to tackle gender-based violence (GBV) in Somaliland. BVO operates in all six regions of Somaliland.

Position Summary:

To deliver the Monitoring, Evaluation, Accountability & Learning (MAEL) strategy, Policy, and practice by helping design program monitoring systems, build the capacity of the staff in their analysis and dissemination of data, and coordinate information management and reporting systems. Support the MEAL department in implementing the MEAL policy and framework ensuring achievement of BVO MEAL standards and program quality.

Support in the delivery of an effective Monitoring and Evaluation Accountability and learning function, play a key role in the expansion and improvement of the quality of Barwaaqo Voluntary Organization (BVO) to increase the impact and enable positive change to the local communities. The MEAL Officer will coordinate the monitoring and evaluation of the Food Assistance Program (FAP) project, entitled Nourishing Communities: Restoring Resilience through improved food and nutrition security to vulnerable rural and displaced communities in Somaliland.

Duties and Responsibility:

Support the delivery of effective Programmed, in both development and humanitarian contexts, by:

  • To develop and implement the monitoring and evaluation plans. Accountability improvement plans and community participation in the project.
  • Undertake routine data quality verification and quality program monitoring using program quality checklists, compiling findings and sharing them with respective program teams
  • Leading and participating in the development of the tools and guidelines for data collection, collation and reporting, managing project-level data compilation for donors and reporting specifically indicator performance checking this data for quality, accuracy and consistency, and providing feedback as necessary
  • Coordinate and share learning related to M&E practices encouraging consideration of results both between and with sectoral teams
  • Designing situation analysis, needs, and baseline/end-line assessments, and providing support when internal/external reviews, evaluations, and lessons learned exercises have to be conducted.
  • Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate
  • Maintain Monthly Action Plan Tracker to follow up on action points agreed in monitoring reports
  • Conduct data verification visits
  • Ensure regularly monitoring of field activities and evaluate the projects performance of all activities, documentation of impacts on monthly/quarterly both during and after implementation of the project activities.
  • Collect beneficiary feedback through the different CRM mechanisms including interaction with beneficiaries, channel the feedback to program teams and give feedback to beneficiary on actions taken regarding complaints.
  • hare Accountability to Beneficiaries databases with program focal points
  • Prepare and share monthly, quarterly, and annual MEAL reports that should spell out recurrent issues, findings, and successes from the project implementation and evaluation.

Document deviations from the project designs, share the learnings and case studies

  • University degree in social sciences, statistics, social work, social administration, development studies or other relevant academic discipline;
  • Background of implementing effective M&E system
  • Advanced knowledge to computer literacy, particularly in Word, Excel, and PowerPoint and MEAL used software’s.
  • Excellent planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities;
  • Strong communication and interpersonal skills in English, with experience working in multicultural, multi-location, values-driven teams;
  • Willingness to work and travel in often difficult and insecure environments;
  • Commitment to BVO, donor and partner values
