Term of Reference Monitoring and Evaluation (M&E) Assistant

Duty stations: Baidoa/Hudur (Somalia);

Position: Monitoring and Evaluation (M&E) Assistant – peace-building, reconciliation and social cohesion program in Baidoa and Hudur districts, South West State

Reporting lines: Reports to the ANPPCANSOM Monitoring Support Specialist

Duration: 12 months

  1. Background

ANPPCANSOM is Women and Child oriented local NGO that works in the Humanitarian and Development Sector and operates as a non-governmental, not-for-profit and non-partisan national institution. ANPPCANSOM Somalia is legal entity connected to the ANPPCAN Regional Office as one of the 28 ANPPCANS Chapters across the continent with principles policy directions aimed at effectively realizing its vision, mission and core values. The organization was founded by a team of Somali intellectuals who were concerned with the living condition of children and women in Somalia whose protective environment has been weakened more two decades of conflict resulting in the collapse of institutions at all levels. Hence, they decided to speak for and stand to support underprivileged groups. The institution is registered in Somalia (2008) as LNGO and has operational mandate in the country.

  1. Objective

The M&E Assistant will support the Monitoring and Evaluation Specialist in establishing and implementing effective M&E systems for peace building, reconciliation and social cohesion programs in Baidoa and Hudur in South West State, Somalia.

Key Responsibilities

  1. Data Collection and Entry:

  • Assist in the collection of data through surveys, interviews, and other data collection methods as per the M&E plan and Project Result framework.
  • Ensure accurate and timely entry of data into databases or information management systems.
  1. Data Quality Assurance:

  • Conduct regular data quality checks to ensure accuracy, completeness, and consistency of collected information.
  • Flag any data discrepancies or issues for prompt resolution.
  1. Reporting Support:

  • Assist in the preparation of regular M&E reports by providing accurate data and information.
  • Support in the documentation of findings, case studies, and success stories for reporting purposes.
  1. M&E Framework Implementation:

  • Assist in implementing the M&E framework, ensuring compliance with project requirements and established indicators.
  • Contribute to the monitoring of project activities and outputs.
  1. Capacity Building and Training:

  • Provide support in training project staff and partners on data collection tools and methodologies.
  • Assist in building the capacity of local stakeholders in data collection processes.
  1. Qualifications and Skills

  • Bachelor’s degree in a relevant field (statistics, social sciences, international development, etc.) or equivalent work experience.
  • Prior experience in data collection, entry, and basic analysis; experience in M&E activities is advantageous.
  • Familiarity with data collection tools and software, including Excel or statistical software.
  • Detail-oriented with a strong ability to organize and manage data effectively.
  • Good communication and reporting skills.
  • Ability to work effectively within a team and in challenging environments.
  • Fluency in English; proficiency in Somali languages is beneficial.
