Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO’s global mandate and Strategic Objectives. More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

Under the overall supervision of the FAO Representative in Somalia, general supervision of Head of Programme and under the direct supervision of the Resilience Coordinator

Technical Focus

The post holder shall be closely working with Resilience Project teams in order to deliver high quality administrative, managerial tasks as well play project support role to Resilience staff and operations in Somalia.

Tasks and responsibilities

• Closely liaise with field staff to ensure that project activities (as per work plan) are implemented or executed in a timely and professional manner.
• Coordinate with local authorities, line ministries and target community representatives for efficient and smooth project implementation.
• Closely coordinate with Project Officers to deliver high quality administrative, managerial and project technical support to Resilience staff and operations in Nairobi and Somalia.
• Develop and maintain the master’s plan activities for the Resilience portfolio LoUs/LoAs / Procurement planning and update accordingly.
• Support in state government institutional capacity building and provide technical and facilitation support to strategies for delivery of resilience programming in Somalia.
• Take the role of responsible officer for LoUs/LoAs/PR submission with State line ministries and central government.
• Review and clear the LoUs/LoAs/PRs reports – states/federal.
• Assist the programme Managers in selection of project partners, beneficiaries and project sites/villages/areas.
• Assisting Project Managers in preparation of progress reports, technical reports, and financial reports.
• Reporting any project challenges or constraints in a timely manner to Project Managers/ Project Operations Manager.
• Travel to regional field offices to provide coordination support to technical and administrative teams.
• Maintain and nurture good working relations and communication between the FAO Somalia and the state ministries to ensure maximum synergies to meet the greater objective of assisting the government and peoples of Somalia.
• Facilitate coordination of FAO resilience activities in liaison with the state Governments in Somalia.
• Ensuring the resilience intervention activities are implemented or executed in a timely and professional manner.
• Reporting any challenges or constraints in a timely manner to ensure timely and effective response.
• Undertaking regular monitoring of the activities and effectively communicating progress on daily and weekly basis.
• Perform any other duties and activities upon instructions of the Resilience Coordinator or the Officer in Charge for the Resilience Unit.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Bachelor’s degree in international development, business administration, programme/project management, or other relevant discipline is required.
• Minimum of three years of progressively responsible professional experience in project management including design, management, implementation, monitoring, and evaluation is desirable.
• Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required.
