Background
The Federal Republic of Somalia has received financing through the Ministry of Finance (MoF) for implementing the Somalia Enhancing Public Resource Management Project (SERP) to support Somalia in strengthening accountability, transparency, and institutional capacity in public resource management across participating entities. The Project Development Objective (PDO) is to strengthen accountability, transparency, and institutional capacity in public resource management, across participating entities.
The Ministry intends to apply part of the proceeds towards the recruitment of a Senior HR and civil service Advisor.
The Senior HR and civil service Advisor he/she will assist the National Civil Service Commission (NCSC), and Federal Member States (FMS) Civil Service Commissions to provide proactive and effective civil service Management for all HR areas including civil service coordination, Human Resource Management information systems, Payroll Management, Pay and grading Structure, and Pension implementation law. The role will also involve working as an HR practitioner supporting all departments and covering all HR duties.
The Advisor will work with both the SERP and the RCRF projects supporting all activities related to civil service management.

OVERALL OBJECTIVES OF THE ASSIGNMENT.
The Senior HR and civil service Advisor shall be responsible for:
- the coordination, implementation, and support of public administration reform matters. He/ She shall be responsible for providing technical and professional support to the National Civil Service Commission in general.
- the effective implementation of the Public Service Reform programs through institutionalizing all the existing policies and procedures and capacity among the NCSC Departments to develop the overall NCSC growth and transformation strategy including its long-term strategic direction to guide systematic, consistent, and sustainable development.
- Selection Criteria: Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification, experience and skills should include:
A. Education:
Master’s degree in Public Administration, Human Resources, or relevant field from recognized university.
B. Experience:

- Minimum of 8 years’ professional experience in the areas of human resources, and civil service human resources management, out of which 6 years are in the public sector.
- Proven experience in both FGS and FMS Civil Service Commission
- Proven experience in either implementing HRM, SCR, PSM, or similar reforms, advising on related reforms to a government, or, preferably, both;
- Proven knowledge of best international practices of, at minimum, HRM, SCR,PSM
- Prior experience in Fragile and Conflict-Affected countries and in Somalia
C. Language:
- Fluent in English, and native in Somalia language
- Duration: The duration of the assignment is 12 months, renewable based on satisfactory performance and availability of funds.
- Reporting Obligations
The Advisor will work under the direct supervision of the Director General/Chairman, of NCSC.
- The Ministry of Finance now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
